Dear Mike:
The Mountain Ridge Farm PUD site plan shows that Crestway
Court has a horizontal curve with a 165 foot centerline
radius. The distance from the centerline of Wabash Street to
the middle point of the curve is 96+ feet. Crestway Court is
a cul-de-sac street with 15 lots. Crestway Court is a local
street. Fort Collins "Design Criteria and Standards for
Streets," July 1986, indicates that residential local streets
should have a minimum centerline radius of 240 feet and a
design speed of 30 mph. The proposed 165 foot centerline
radius will require a variance by the City of Fort Collins.
Using the formula:
V = V R (15(e+f))
where: V = speed (mph)
R = radius (feet)
e = superelevation (0 for local streets)
f = friction (0.215, AASHTO, 1984, pg 211)0
the calculated speed is 27.8 mph for a radius of 240 feet.
This is 2.2 mph less than the design speed. A speed of 23.1
mph is calculated for a radius of 165 feet. The difference
between the calculated speeds is 4.7 mph. The speed limit on
unposted streets in the City is 25 mph. It is likely that
Crestway Court will be an unposted street.
Due to the location of this horizontal curve, the speeds
approaching this curve will be <20 mph. There will be stop
sign control on Crestway Court approaching Wabash Street.
Therefore, westbound vehicles will be decelerating to a stop.
In the eastbound direction, vehicles will be completing a
right angle turn from Wabash Street and will, therefore, be
going slowly. It is not likely that a reasonable motorist
will travel at or above the calculated speed of 23.1 mph for
a curve with a radius of 165 feet.
Based upon these analyses, I recommend
allows this horizontal curve to have a
165 feet be granted. If you have an
additional information, do not hesitate
