Silverberg P.U.D. March 21, 1996 Ric Hattman (Geffroh-Hattman) Mitch Haas, Planner - Project located east of 1-25 - was annexed to the city 4 to 5 years ago. - the_master plan was adopted in 1992. - the access to the project is off of Prospect - mixed use... ... will be phased over 5 to 10 years (1st part w/in a year) ... starting with one hotel or even both - primarily attracting highway traffic - campus type development— interior focus ... will be set back along the frontage road - Hotels will most likely be franchised ... but different restaurants - highway service most appropriate - landscape plan ... tie together streetscape ... interior focus... The discussion (Q and A) session ... . Prospect is a 2-lane road. Will it stay 2 lanes forever or will it be widened? A. It will be built into a full arterial. - we will have to dedicate 50 ft. of right-of-way on our side - site will be designed to accommodate pedestrian circulation... sidewalks (campus -like environment) - standards require detached sidewalks (We will look at what happens with the traffic study and that will tell us when we need to widen it.) - determine development for each phase — traffic study 2. When will the first phase start? A. Within 1 to 2 .years. We only have letters of intent from the hotels. 3. How big are the hotels? A. They are 24 unitstrooms each. 4. Have you ever tried to get out off of Summitview to Prospect? Mitch... Its scheduled to be signalized at some time in the near future... 5. Enough access now/ don't need more -traffic on Prospect an Timberline/Sat 6. Are you assuming that most of the traffic will come from the highway and go back on? A. Yes. They'll have little reason to go beyond there, but the specifics will be determined through a traffic study. 7. Will there be access off of the frontage road? A. No, the property doesn't touch the frontage road. 8. So you'll only have one access off of Prospect? A. Yes, as of now. -the property behind ... not agreeable to entrance to frontage road Mitch ... the city had stated at the Conceptual Review that an access easement to the Frontage Road should be pursued. Access to the Frontage Road would require a State Highway Access Permit. - 9. Will the landscaping progress as the steps progress? Mitch... It's done with the phasing —with development 10. The live trees on Prospect— would have to be taken out if they widened the road? A. Yes they may have to: 11. Will you have any access behind the hotel? Like for trash? A. On the south side of the hotel — will take out garbage to a screened dumpster -no access at the rear, along the frontage road 12. About the fast food restaurant... how many "microphones" will there be? A. I'm not exactly sure what you mean, but there'll be no outside noise other than the normal drive -up window and "speak -in" ordering device.... only one place to order. 13. Do you know what restaurant it would be? A. No, not at this time. -generating force behind the development is the motels. 14. What is the small building upfront (north side)? A. That's the convenience store building of the gas station. 15. With a 20% occupancy rate... have people looked into the market/market study...? A. Yes, the hotel company has done its -own market analysis and determined that they'd like to go ahead with this development. So, I guess they're satisfied with the results of their market analysis. 16. It seems to me the City over builds hotels. 17. Do you have any idea what the hotel would be price -wise? Would it be deluxe? A. No, it would be midrange. Much like those here on Mulberry. They'd be highway oriented. 18. What kind of construction will it be? Brick or what? A. It will be brick and stucco, a combination. 19. Harmony is the main entrance for Fort Collins. It can handle the traffic there [as opposed to here on Prospect]. If you don't put Timberline through, it will really stack up. - all the hotels are packed if something at CSU (i.e., some event), otherwise they're usually pretty empty - Widen road first or it will be a hazard. 20. What is the construction schedule for improvements from the bridge to the intersection? Mitch ... for every project along the interchange a traffic study will have to be done before any approvals would be granted. Improvements are planned for Prospect, but I really don't know the scheduleAime line. For information on the timing of these improvements, you'd need to speak with someone in transportation or engineering. 21. How much traffic do you have to have until they widen the road? Mitch ... Reiterated last response. 22. It's not beneficial to put more traffic out there. 23. Someone needs to make a firm stand on this. -<said to neighbors from another> 24. Will they have a "tum-in" lane? A. More than likely there will be a decal lane into the project. - determine need of 4 lanes ... the need for a decal lane would be determined with the traffic study. 25. Is Silverberg the developer? - It's the name of one of the property owners 26. How long does it take'to get approval? Mitch... preliminary review takes 9 weeks, then another nine weeks for final review - In total, 18 weeks plus an additional 2-6 months for utility coordination and development agreements. -soonest start— around spring of'97 probably. 27. Would this be under the city police and fire? A. Yes, the city police and the Poudre Fire Authority— the Summitview station. 28. If this place needed emergency equipment, it would come from Summitview? A. Yes... also, the hotels will have fire sprinklers... 29. What about the Sheriff and police? A. It is within the city limits. It will be city police. 30. Where is the end of the city? At the end of this? Mitch ... The boundary of the site, on the south and east, is also the city limit. 31. 1 thought the city limit stopped on the edge of ...river...??? A. The notification letter that each of you received contained a map which shows the city limits in proximity to this site. (Mitch) 32. 1 just can't believe all of.the landscaping on the plan. A. The trees on the plan are the ones that would be built. The City has some fairly stringent landscaping requirements, more so than the County. 33. It's quite nice and adequate. I am just surprised. A. That's one of the differences between developing in the county and the city. 34. How will they get the fire truck in on that tiny driveway? A. Well, on this site plan, one inch is 50 feet. (Scaled) -24 feet wide at the turns 35. Who's the water supplier? A. ELCO. 36. Where will the detention ponds be? A., Prospect/slope towards the interstate; site drains from the northeast toward the southwest. -rainwater/snow -sensitive grading/detain spills Mitch ... city storm water has very strict requirements. The drainage would be detained so that release occurs at no more than the historic rate, plus the detention would be designed to accommodate 40 hr. water quality separation. In affect, oils and fuels would not drain, undiluted, into the waterways. 37. How about sewage? A. Have to extend the Boxelder Sanitation system -work with them to find best solutions 38. Is there a chance that this would bring a traffic light, like at Harmony? A. Yes... there's a chance. The traffic study would help to determine this need. The State controls the whole intersection. 40. What are the rules and regulations for signage? A. Limitation on signs at street point... 41. How high can a sign be? Mitch ... I don't really know the numbers off the top of my head, but there are specific limits. The Zoning Department enforces the height limits, lighting, size, etc ... of signage. 42. How many stories are the hotels? A. 2-1/2 to 3. One hotel will have three stories in the middle part of the structure, with 2 stories on the ends. -besides, the City has a City-wide height limit of 40 feet. 43. Will the dirt work be done for the first 2 or 3 buildings and then the rest later? A. Any part disturbed has to be re -vegetated, would have to submit ... -erosion control plan -erosion control security deposit 44. What's happening with the Aquarium on west side of the interchange? Mitch ... at this point nothing really; I haven't heard anything specific. 45. I'd like to see the city address Prospect first ... before approving any development. A. The city doesn't do improvements until there is someone to pay. 46. Kids travel ... in and out off of Prospect -2 lane road —BIG concern -I've been here for 20 years and they have been saying they'd improve it for years. 47. What development just north ... can be developed? A. Zoned for development... the parcels to the north of Prospect are zoned Highway Business and Planned Industrial. There was then a silent period.
