D_ TYPE OF PROJECT - The project is a Auto related center of business appealing to the traveler. PROJECT LOCATION - The project is located at the southeast corner of Prospect Road and I - 25. DESCRIPTION - The project will consist of five separate businesses. Two of the buildings are Motels, one is a Convenience Store, and two are restaurants. The uses that will be dealing in Hazardous Materials and the handling of emergency situations relation to hazardous material spilling or leakage. These land uses are the Motels and the Convenience Store. The Motels will have and need to address the Hazardous material of Chlorine Gas and the Convenience Store will have the Petroleum Fuel for autos. The fuel sales operation will follow all State, Local, and Federal Laws in the construction of the facility, in the installation of tanks for fuel storage, and the sales of such fuels to individuals. The fuel retailer will make all appropriate document filings and permit applications with the City, State, and Poudre Fire Authority at the Building Permit Stage. The Retailer will allow and cooperate with the Authority during the installation of the storage tanks and associated controls for the operation. The site will provide for the storage of approximately 25,500 gallons in four storage tanks. At this preliminary stage of the project the owner / developer is in discussion with two operators for the Site, one being Texaco and the second being Convenience Plus. Both site users have similar plans as to how fuel spillage is handled. The following summarizes the two approaches. 1. The Building adjacent to the door and the Pump Island will be signed that master shut-off valves are located inside of the building. 2. The site drainage is so designed to contain and release drainage at one point at a curb break of 6" wide in a 6" high curb. 3. On site within the building will be stored sand or a block plate that will block the site drainage release point in the case of a spillage controlling the spill on site. 4. Fire Department Emergency numbers for the site will be programmed into the phone system for speed automatic dialing in case of emergency. 5. The company will have a standardize training program for employees as to how to react to an emergency spillage situation. This program outlines the sequence and response required of the on service employee in the case of an emergency on site. 6. All employees will go through a training session each year regarding emergency site situations. 7. All trucks servicing the site with fuel products are equipped with automatic shut- off switching to avoid over flow and nozzle separation. L The Motels have the potential of spilling Chlorine which in quantity is a lethal chemical. The two motels considering the site are national chains and at this preliminary stage require confidence as to their specific identity. At the Final Submission the specific motel franchise will be identified. Each of the two site users are considering installing an interior pool but this will not be finalized until their market studies are completed. Each Motel Operator being a part of a national chain has a corporate emergency response plan for implementation in case of emergencies situations of fire and chemical spills. A summary of these plans is included. 1. Hazardous Materials and Chemicals are stored in a locked materials room and or cabinet. The doors to such rooms are marked with international symbol for appropriate hazardous material. 2. Each Room is provided an emergency escape route diagram permanently affixed. Emergency escape route are noted by diagram at each stairway and lobby area. Emergency exiting signs both height mounted at 90" A.F.F. and floor height. 3. Fire alarm panel is provided with the building. Fire alarm horns are located on each floor with strobe lights. Hearing impaired rooms will have strobe lights. 4. in the case of an emergency spill of Chlorine the staff will notify the Fire Authority. and evacuate the building. 5. The Franchise has a published emergency evacuation plan that each facility adheres to. 6. The employees will all be trained as to emergency evacuation and authority notification. 7. Employees will attend refresher training for emergency response at least once a year. B. Emergency response numbers will be programmed into the building phone system. 9. Fire alarm panel will wired with dialer to fire authority when panel responds. 10. Hazardous chemical monitor will be mounted in chemical storage area and will signal alarm panel when levels exceed acceptable levels. w 11. Fire alarm panel is equipped with manual actuation station. Staff is to be trained in the process of actuating the alarm system in cases of an emergency. Staff is to be trained to note location of handicapped or faculty impaired guest in case of such emergency. The operators of the individual businesses will file its hazardous material spill procedures to the Fire Authority at the time of the Final Submittal and at the time of Building Permit application. We will provide any additional information as requested by the Authority at the time the Project is processed to a Final.
