It is our understanding that Poudre Valley Hospital has applied to the Board
for approval of a 115-space parking lot on 1.5 acres, located south and west of
Pennock Place, which is currently zoned NCL (Neighborhood Conservation Low
Density).
We have no objections to the proposed use of the land, but wish to
recommend that the city reserve a suitably -sized right of way easement for a city
street along the east and possibly the north boundaries of this land. We make this
recommendation for the following reasons:
1. Increased traffic on Pennock as a result of the Hospital's proposed
use of Riverside Junction will probably necessitate placement of a traffic
light at the corner of LeMay and Pennock in the near future. There is
already a problem exiting northbound on LeMay.
2. Decompression of increased traffic flow on Pennock Place will
probably require construction of a through street joining Pennock Place
with the East end of Laurel Street.
3. Laurel School, immediately west of the proposed parking lot, is
scheduled to triple in size in the near future, which will add
substantially to congestion and traffic in the area.
We, the tenants of Riverside Junction Shopping Center feel that the most
constructive solution to the emerging traffic problems in this region is to create a
wide street linking East Laurel and Pennock Place. This street might even run at an
angle to the northwest so as to provide room for a small park or other city amenities,
but should be large enough to accomodate school bus traffic, hospital employee
traffic, and shopping center traffic which exits to the west.
We wish to recommend that the City reserve sufficent land for this project in
the form of easements, purchases and condemnations, and move rapidly to prevent
the creation of a permanent traffic problem in this area. We would be happy to meet
with city officials regarding any aspect of this plan.
