Dear George:
City staff has reviewed the Riverside Junction Parking Lot PUD and
has the following comments to make:
,1/ The Water and Sewer Utility has provided comments on the red -
lined utility plans.
Existing utility easements will be encumbered and the existing
telephone plan that serves the property will be endangered.
Relocations caused by this design will be done at the expense of
the property owner.
3. A 6 foot utility easement is needed along the north, south and
west property lines (on the south property line the easement needs
to be on the south side of the parking lot). Light and Power
development charges will apply. Please contact Doug Martine at
Light and Power.
4. A means of providing access from the school site to the
✓shopping center should be provided, via a break in the proposed
fence and linking with or providing a paved surface through this
site.
The sidewalk oriented east/west in the parking lot is directly
adjacent to parking stalls which are only 17' deep. Seventeen foot
parking stalls may be used if the area adjacent to the stalls
(allowing for overhang) is at least 6' in width.
6. The following comments apply to the landscape plan:
bi Note #4 should read "existing trees to be retained shall be
pruned to City Forestry standards;.
b� Note #3 should be changed to note irrigation of lawn and
plants;
C. Relocated Junipers may cause visibility problems at the

site's entrance/exit;
d Sizes of existing vegetation need to be noted;
V� Additional upright plant material is suggested for
Lf/buffering purposes along the south edge of the site;
A double -sided fence is recommended along the south edge of
the site; and
g'. We recommend that you consider closing the central curb cut
into the parking area and extend the two landscape islands
at either end of this curb cut. This would provide an
enlarged landscape area and minimize the need to relocate
existing plant materials.
`j7. The existing land uses to the.south and north should be noted
on the site plan.
8. The proposed 6' fence in the southern area of the site leaves
a "no-man's land" between the fence and the Emigh Ditch. Who will
maintain this area? How will the area be accessed?
v9. Existing zoning should be shown as "NCL" Neighborhood
Conservation Low Density, on the site plan.
10. The site is within the "preservation area" of the East Side
Neighborhood Plan. This area was intended for low density
residential uses, including schools. The East Side Plan notes that
"changes of use are to be generally discouraged". The applicant
needs to provide evidence as to how the change of use will further
specific goals of the East Side Plan.
�11. Lighting for the proposed parking lot needs to be addressed.
We would recommend the use of low (15') light poles, with down
directional, short cut off lighting, so that there is no light
spillage off site. A catalog cut or similar lighting detail should
be provided on the site plan.
c� 12. The East Side Neighborhood Plan showed Pennock Place being
extended west and north to link with Laurel Street. Further
internal discussions are occurring on this topic, to determine how
to address this matter with the proposed development plan.
13. Stormwater comments will be provided on red -lined plans and
reports.
Revised plans and documents addressing the above comments must be
submitted to the Planning Department on the following schedule, for
the April 27, 1992 Planning and Zoning Board:
Wednesday, April 1 five (5) copies of revised site and
landscape plan
Monday, April 20 8-1/2 x 11" PMT, ten (10) folded
copies of the site and landscape
plan and colored rendering
