For your information, attached is a copy of the Staff's comments
concerning the Poudre Valley Hospital Parking Lot PUD which was
presented before the Conceptual Review Team on February 3, 1992.
The comments are offered informally by Staff to assist you in
preparing the detailed components of the project application..
Modifications and additions to these comments may be made at the
time, of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: February 3, 1992
ITEM: Poudre Valley Hospital Parking Lot PUD
APPLICANT: George Brelig, Robb, Brenner and Brelig, 125 S.
Howes, Fort Collins, CO 80524
LAND.USE DATA:
Proposed 115-car parking lot to support PVH medical use at
Riverside Junction. The proposed parking lot site is located south
and west of the western end of Pennock Place.
COMMENTS:
1. Development charges will apply (square foot charge at $.025
per square foot and frontage charges at Pennock at $18.52 per
foot).
2. The existing water main in Pennock may be tapped for
irrigation. If Poudre R-1 needs water at the eastern edge of
their site, this main could be extended west from
Pennock Place.
3. A traffic study must be done and should look at the following
items (given the proposed parking lot):
- functioning of the intersection of Lemay/Pennock;
Lemay/Riverside;
Lemay/Elizabeth; and
potential for Pennock to be extended to link with Laurel.
4. The site is within the Old Town Basin, which has no basin fee.
There would be O & M monthly fees assessed. A drainage report
and plan, grading plan and erosion control plan must be
submitted as part of.the PUD application.
5. A pedestrian path and connection, providing.a link between the
school and the shopping center, should be considered.
6. A utility plan must be submitted and may be combined with the
grading/erosion control plan.
7. Ditch company approval will be needed on the utility plans.
8. If Pennock is to be extended, dedication of the necessary
right-of-way at the north east corner of this site will be
required.
9. A neighborhood meeting will be required (see attached map for
area of notification). We would recommend that efforts to
coordinate with Poudre R-1 and the City's Parks and Recreation
Department be made prior to the neighborhood meeting, so that
these other topics may be addressed at the meeting. At a
minimum, a representative of both entities should be present
at the neighborhood meeting to respond to questions.
10. Perimeter screening/landscaping should provide buffering of
the proposed parking lot from the residential uses to the
south. A combination of.fencing and landscaping is suggested.
11. Landscape islands, consisting of deciduous trees and shrubs,
should be dispersed throughout the proposed parking lot.
12. Handicapped, bicycle and motorcycle parking should be
provided.
13. The property owner(s) must sign the proposed site plan prior
to the Planning and Zoning Board hearing.
