For your information, attached is a copy of the Staffs comments concerning Glass Shop at 920
North College Avenue presented before the Conceptual Review Team on December 18, 1995.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at the time of
formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: December 14, 1995
ITEM: Glass Shop at 920 North College Avenue
APPLICANT: Mr. Harry Elder, 5300 N. County Road 11, Fort Collins, CO 80524
LAND USE DATA:
Proposal to turn a closed down hair salon into a glass shop. The rear of the building has an
existing covered area which the applicant proposes to enclose. Also proposed are some
general site, landscaping, and parking improvements as well as new roofing. The property
is located on the east side of North College Avenue, between Alpine Street and Piiion Street.
COMMENTS:
Currently, the site is located in the HB, Highway Business zoning district. There is a pending
proposal to rezone this area, which as of January 2, 1996, will likely change the zoning of.
this site to HC, Highway Commercial. The applicant's proposed use will be a use -by -right
in the HC zone, and will be subject to what is termed a "Design Review of Permitted Uses,"
under §29-520 of the City of Fort Collins Zoning. Annexation, and Development of Land
Regulations. In effect, site plans, landscape plans.. and building elevations are reviewed in
accordance with Section A of the Land Development Guidance System (LDGS) and
applicable provisions of the North College Avenue Corridor Plan. Fees for this review have
not yet been determined. Under "design review of permitted uses," approval may be granted
after an administrative, hearing with the Director of Planning. On the other hand, final
approval could be referred to the Planning and Zoning Board either by the Director of
Planning or by any party of interest. Prior to the administrative hearing, a notification
mailing must be sent out to all affected property owners within a radius of at least 500 square
feet. For further information regarding these comments, please refer your questions to either

2. With the change in use of this site, you may be required to go before the Zoning Board of
Appeals to acquire (re -acquire) a setback variance for the parking on the north side of the lot.
There is a possibility that you may be required to re -design the northern parking lot, in which
case, you should refer to the City's Parking Lot Development Guide. For further information

3. You will need to provide a seven (T) foot easement, on the plat, along the front (N. College
side) of the property for under grounding of light and power lines. For more information,
contact Kevin Westhuis of Light and Power at 221-6156.
4. Any expansion of the buildings to the east, beyond 150 feet from N. College Avenue, would
be out of access for Emergency Fire Services. These porions of the building would be
required to be equipped with automatic fire suppression systems (sprinklers). For more
information regarding these comments, please contact roger Frasco of the Poudre Fire

5. The landscaping will need a sprinkler system. Water conservation standards for landscaping
and irrigation will apply. For more information regarding these comments, please contact
Roger Buffington of the Water and Waste Water Department at 221-6854.
6. Access to the site will be governed by two (2) sets of codes. First and foremost, as any
expansion triggers review by the State Highway Department, you will most likely be allowed
only one access on N. College Avenue, per the State Highway Access Control Plan. This
plan would encourage shared access with adjacent lots. You will be required to apply for a
State Highway Access Permit; this application can be submitted before any other submittals
are made or approvals are granted. In order to keep both accesses, the burden of proof would
be on you to justify or prove the need for two accesses. Second, within the North College
Avenue Corridor Plan, there is a N. College Access Control Plan. The two plans (State and
City) will need to be coordinated; to do this, you should meet with Clark Mapes (phone
number given in comment #1) and Kerrie Ashbeck (221-7656) of the Engineering
Department.
7. Building or expanding will trigger street improvement requirements. Ultimately, the
sidewalk along College Avenue will have to be detached. You may be required to dedicate
some right-of-way and provide for curb, gutter, and detached sidewalks. You will need to
submit utility plans, and you will be required to enter into a development agreement with the
City. For more information regarding these comments, and those of #6 above, please contact
Kerrie Ashbeck. For information regarding Street Oversizing Fees, which will be prorated
at $14,005 per acre, you should contact Matt Baker at 221-6605.
8. The site is located in the Dry Creek Basin. Fees in this basin are $5000 per acre, prorated
according to increased imperviousness, and are due with the building permit.
The site is also in the Dry Creek flood plain; therefore, you will be required to submit a flood
plain use permit as well as an elevation certification (both given to you at the conceptual
review meeting). You will need to elevate the building addition's lowest floor level by
eighteen (18") inches above base flood elevation. You will also be required to submit a
Substantial Improvement form for the addition to the building (the 50% rate will apply).
Any questions regarding the flood plain requirements should be directed to Mike Grimm
(221-6036) of the City's Stormwater Utility.
Any increase in the site's imperviousness will require offsite drainage easements. Autozone
has such an easement, but they will want repayment for use of it. This easement is located
to the north of the site, and additional easements may be needed to get to it. Lastly, a
standard drainage and erosion control report will be required if you are modifying the site.
If you are only going to be adding on to the rear of the building, you will need to provide
verification that you will not be increasing the imperviousness of the site. You will also be
required to provide information on site grading and how the building will drain (i.e.,
downspouts). For more information regarding these comments, please contact Glen
