HomeMy WebLinkAboutME HE GLASS AND SCREEN SITE PLAN REVIEW - 20 92A - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommunity inning and Environmental Ser• ?s Current Planning City of Fort Collins February 29, 1996 Mr. Harry Elder 5300 North County Road 11 Fort Collins, CO 80524 Dear Harry, City staff has reviewed your submittal for the SHE Glass and Screen, Site Plan Review (Special Review of Permitted Uses), and offers the following comments: Please indicate the scale of the vicinity map (i.e., V = 1000'). 2. The Owners' Certification should not be signed until after final approval and before recording. 3. Please add a title block to the first page of your plans. For instance, there should be a box with "ME -HE GLASS AND SCREEN, SITE PLAN REVIEW" printed in bold letters, underneath which should read "Final Site and Landscape Plan." 4. The following comments pertain to the "Landscape Notes" section of the plans: a. Please remove the first note (note number one (1)). b. Please provide some explanation of notes number eleven (11) and fourteen (14). What do these notes mean? C. What is note number thirteen (13) referring to? d. Please add the following note: "Developer shall ensure that any and all construction activities do not conflict with nor preclude installation and maintenance of landscape elements on this plan." 5. Please make "General Note" number seven (7) read as follows: "All mechanical equipment will be either enclosed within the building or adequately screened from the front and sides of the .building." The part in italics represents the change from the note as it currently reads. 6. The following comments pertain to the SitelLandscape plan, itself: a. The business sign must be drawn to scale. Currently, this does not appear to be the case. b. Where the plan currently reads "Potential Alley Access" should be changed to read as "Potential Future Alley Access." Similarly, "Potential Joint Access" should. be 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (970) 221-6750 FAX (970) 221-6378 • TDD (970) 224-6002 changed to read as "Potential Future Joint Access." In other words, please add the word "future" to both of these labels. C. The handicapped parking space must be posted with a sign (on a pole). This sign must meet the standards of the Fort Collins Building Inspections Department. d. It will be necessary (pursuant to All Development Criteria A-2.13 of the L.D.G.S.) to make an effort to screen the parking areas from public view (i.e., from the sidewalks, N. College Avenue, and adjacent properties). Accordingly, continuous evergreen shrubs of at least three -to -four (3'4') feet in height should be planted along the eastern edge of the landscaping box located at the northwest corner of the lot. Shrubs of the same height as those described in the previous sentence should be planted along both the diagonal edge and the east -west edge of the parking spaces on the south side of the lot. Finally, the same type of shrubbery should be planted along the entirety of the south and west edges of the "service truck parking area," including behind the trash enclosure. Pfitzer Compact Junipers would be effective in satisfying these needs/goals. Also, see comment "I" below. e. Somehow, Standard Number sixteen (16) of the Standards and Guidelines for the North College Avenue Corridor, H-CHighway Commercial District needs to be met. This standard states that "Any primary building entrances must be directly connected by a walkway to an adjacent street, without requiring pedestrians to cross driveways or parking lots." One way the intent of this standard could be fi>ifilled would involve placing a four (4') foot wide walkway connection along the south side of the planter box (the one in the middle of the western edge of the site) from the sidewalk to the building. In other words, you could satisfy this standard by providing a connection from the public sidewalk to the walkway along the south side of the building. This walkway could be at the same grade as the existing pavement/concrete, but of the same color pavement as the existing sidewalk. The parking spaces on the south side of the lot still backup too close to the entrance. g. A Sign Permit will be required, particularly if the free-standing sign is new. h. In addition to the dimensions of the building(s), the square footages should be shown too. I. Pursuant to All Development Criteria A-2.13 of the L.D.G.S., the planting box in the middle of the property's western boundary should be more densely planted. This should include the planting of a shade tree or a couple of ornamentals, as well as more shrubs. In addition, as foundation plantings cannot be accommodated due to existing conditions, we would like to see a few potted plants spaced along the building's frontage and entryway. j. Any landscaping changes. made pursuant to the above comments should 6e represented in all appropriate Landscape Notes. 'Inc- following comments pertain to the revised Elevations: a. Pursuant to comment number 5 above, it will be necessary to revise the north and south elevation to show the lower portion of the parapet wall extend from the front of the building around the sides, all the way to the new/metal building. b. Please indicate the proposed materials and colors of the parapet wall. C. What scale are the elevations drawn to? This needs to be indicated. d. What is the width of the concrete walkway shown between the building and the planter box? Is it broken up in any way? Is the any differentiation between the portion under the overhang and the rest of it? Is there any indication that this area is a walkway, and not a driveway? e. Am I correct in assuming that the four (4') foot wide overhang extends/wraps around the sides of the building, all the way to the point where the metal building will begin? Is so, is the walkway under this overhang differentiated in any way from the concrete of the driveways? £ It would be helpful if all measurements could be shown as feet and inches, as opposed to feet and fractions thereof (i.e., existing sidewalk = 66", as opposed to 6.5'). g. In our discussions, you stated that the door to the shop area of the building should be on the south side of the building so that its walkway will be less likely to ice over. This seemed logical to me. But, by the same reasoning, I'm left wondering why you are showing a downspout on the north side of the building (in the rear). This will likely cause the driveway to ice over for periods of the winters. Perhaps, (this comes merely as a suggestion) you might want to carry the gutter system across the back of the building and over to the south side before releasing into a downspout. Before any decisions are made, this should be checked with the City's Stormwater Utility to make sure that there would not be any problems with releasing to the south. 8. The following comments come from the Fort Collins Light and Power Utility/Department: a. It appears that you will be required to install a new underground electric service. b. You need to contact the Light and Power Engineering Department concerning power requirements and light and power charges, prior to building permit application. C. If you have any questions regarding the Light and Power comments, please contact Doug Martine at 221-6700. 9. The addition must comply with all Uniform Building Code requirements for new construction. If workers or customers will use the addition, it must be accessible to the physically disabled in accordance with Uniform Building Code Appendix Chapter 31. 10. Please show, on the site plan, where the College Avenue future right-of-way line and flow line will sit in relation to your site. This concludes Staff comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies (i.e., Stormwater Utility, Engineering, etc.) continue to review this request. In order to continue moving forward in a timely fashion, please note the following deadline: • Plan revisions are due no later than Tuesday, March 12, 1996. Please include at least eight (8) folded sets of plans. Once these plans are received, we will go ahead with scheduling an administrative hearing date.
