Please add the conditions of approval as notes to the plan set. They are:
(1) The Applicant shall provide documentation to the City of Fort Collins to
evidence Applicant’s right to utilize the Southeast Frontage Road, as shown
and laid out on the IBP Plat, for continuing access to and from the Site. Such
documentation shall be in the form of a perpetual access easement benefitting
the Site and granted by Interchange Business Park, LLC, a Colorado limited
liability company or its successor(s) or assign(s), or other documentation
sufficient to demonstrate to the satisfaction of the City that the Site has
unobstructed access to and from a public street, as required by LUC §3.2.2(D)(2).
(2) The Landscape Plan (Sheet 7 of the “Preliminary Development Plans”) shall
be revised as necessary to clearly identify the varying landscaped buffer of 10
to 56 feet along the Site’s I-25 frontage.
(3) A note is included on the PDP and Final Development Plan (FDP) that
states: “All freestanding signs shall be ground signs and shall be limited to a
maximum height of fourteen (14) feet along and perpendicular to I-25 and twelve
(12) feet along and perpendicular to all other streets. Such ground signs shall be
subject to all other requirements in LUC §3.8.7.”
(4) Prior to and as a condition of the signature of the Director of Community
Development and Neighbor Services on the Project Development Plan (PDP),
the Applicant shall resolve/correct any and all minor technical issues on the
PDP as directed by City Staff.
Response: These four (4) conditions of approval have been added to the FDP cover sheet. A “Landscape
Buffer” plan sheet has been added with the requested clarifications and information to address comment
2. The note regarding the signs (comment 3) has been added to the FDP cover sheet.

The EAS-Frontage Road PDF document between the land owner and the
developer will not be a document that the City records, and should be recorded
by the developer separately to satisfy the hearing officer's condition.
Response: A blanket access easement is being worked out between the developer and land owner for the
entirety of the Southeast Frontage Road property. This easement will be provided once completed.

PFA has confirmed the alignment of the emergency access easement as being
acceptable, some of the remaining deeds of dedication have questions to
coordinate with the applicant on, partially to verify if they are to be dedicated to
the City, and partially if they are needed.
Response: Acknowledged. Drainage easement has been removed from the south side of Southeast
Frontage Road and the existing blanket easement has been called out.

A legal description for the CDOT parcel should be provided in order to create
the exemption area for the development agreement.
Response: CDOT dedication is ongoing. A legal description will be provided once the land is closed upon.

It would seem that an interim landscape plan should be created in order to
establish the condition of the area that would become CDOT (both the
acquisition area and the future cul-de-sac bulb. (The civil plans indicate
"grading by others" for the acquisition area. It would seem that we just need to
understand if this area is to remain completely undisturbed, or is altered in any way by the development.)
Response: Additional Notes have been added which address native seeding of disturbed areas in the
Future CDOT right-of-way and cul-de-sac area.

CDOT has provided feedback that re-striping the northbound approach of the
Frontage Road at SH 14 would require re-building of the traffic signal. That
effort is not proportional to the impact from this development. Therefore any
refinement at the Frontage Road at SH 14 intersection is not a requirement of
this proposal.

EMERGENCY ACCESS EASEMENT - The access easement for Woodspring
Suites shall be dedicated to the City of Fort Collins and labeled as an
Emergency Access Easement (EAE) on the diagram (page three of the
easement document) and in other areas of the text, as applicable.
Response: This has been labeled as an emergency access easement throughout the plan and for the
access easement on page 3. See bottom of page 3 for updated title.

02/20/2020: HYDRANT PLACEMENT - REVISED COMMENT
Today's FDP meeting offered another alternative to those below. If the offsite
fire hydrant located at Air Care Colorado can be moved south to a location on
the Frontage Road, it will be within distance of your FDC. You can then
eliminate the proposed on-site hydrant. Please contact Randy Siddens with

02/16/2020: FIRE HYDRANT PLACEMENT
I've been in contact with Randy Siddens, P.E., District Engineer, East Larimer
County Water District regarding fire hydrant placement on this site. They have
an interest in reducing the number of hydrants installed in the area. There appear to be three options:
(1) Eliminate the existing offsite hydrant to the northeast of the proposed
building but still install the proposed hydrant on the north side of the Frontage
Road (although I’d recommend it be moved to the east side of property so at
least there are no hydrants directly across from each other).
(2) Keep the existing offsite hydrant to the northeast of the proposed building
and request a modification to place the FDC on the north and east side of
building (rather than the street-side of building) and eliminate the proposed
hydrant on the north side of the Frontage Road. A cross-access easement
between properties would be needed so no fencing, etc. could be later installed
which obstructs hydrant access.
Response: Refer to the East exterior elevation at the North end which calls out the location of the FDC.
(3) Assuming the FDC can be installed at the far southwest side of building,
eliminate the existing offsite hydrant, eliminate the proposed hydrant on the
north side of Frontage Road and request a modification to allow 125’ distance
from hydrant to FDC, extending the 100’ maximum.
Response: Proposed fire hydrant at southeast corner of building has been eliminated. Existing hydrant at
northeast corner of building has been relocated to northeast corner of building closer to the Frontage
Road. FDC location has also been updated to be near southeast building corner. This is labeled on the
detailed utility plan on sheet 6 of 19 of the Construction Documents.

Response to Letter Comment 3: Refer to the attached Drainage Fixture Unit Calculations for this proposed
facility. The 2018 international Plumbing Code, Chapter 7, requires that a building sewer line with 948
DFU and a slope of 1/8 inch per foot requires the line to be 8-inch in size.

The proposed electrical service is being shown to terminate at a doorway
location with a fire line located approximately seven feet to the south. This
service line will need to be terminated into an electric meter prior to entering the
building. Please show the location of the meter on both the Architectural Plans
and Civil Plans to ensure proper location and required separation.

10fc are present.

There are two cultivars of the Juniperus scopulorum proposed. However, it is
considered the same species, and together they exceed the maximum species
diversity percentage. Please reduce their numbers by incorporating another conifer species.
Response: Trees species have been revised per comment.
The proposed plant list should contain approximately 50 percent canopy shade
trees. Currently, conifers consist of approximately 60 percent of the plant list.
This site has some unique challenges with the I-25 corridor design requirements
and future easements. However, it may still possible to substitute shade trees in
some areas (i.e. surrounding the dog run) to achieve the 50 percent requirement.
Response: Tree species and locations have been revised to satisfy comment.
