The governing Preliminary P.U.D. indicates that the open space area associated with the Apache Forest is 245,130 square feet. Now, with only 155,279 square feet, there is a reduction of 89,851 square feet or 2.06 acres. Staff is concerned about this loss of open space, especially since credit was taken on the Residential Uses Point Chart for recreational use based on the higher number. There appears to be two choices: A. Revise the lot layout and return 89,851 square feet to the open space. B. Mitigate this loss of open space by providing better access and amenities in the remaining open space. See the following comments. 2. The Second. Filing P.U.D. states that the Apache Forest area is "Active O.S." However, the plat indicates that Tract A is for "Open Space and Drainage" only. Therefore, we need two revisions to make the Apache Forest active and open. A. Add "Access" to the plat language that describes Tract A. B. Provide access to Tract A. Two access points are recommended. ,First, provide access from the Woodview cul-de-sac to the north property line of Lot 11 and then along the north property line of Lot 11 to the open space. Second, provide access from the Ridgeview cul-de-sac as was indicated on the original P.U.D. These access points should be in the form of five feet wide concrete paths. 281 North College Avenue • PO. These two concrete paths should stub to the future bicycle and pedestrian path proposed along the east side of the Pleasant Valley and Lake Canal that is shown on the original Preliminary P.U.D. Please add a note indicating such future connection. D. Please show this future bicycle -pedestrian path and indicate that final alignment may vary. 2. Staff is concerned about the perimeter rear yard fencing for Lots 11 through 22. A reference on the plans is made to the existing covenants but we have no idea what these covenants are. This fencing should be attractive and uniform since it will influence the character of the open space. Six foot high, solid fencing will not be permitted. Fencing should be restricted to a maximum height of four feet. The fence should have an open character. For an excellent example of restricted fencing along a common open space, please visit Paragon Point at the northeast corner of Lemay Avenue and Trilby Road. With low open fencing, everyone takes "ownership" of the common area and lessens the temptation to deposit grass clippings and yard debris due to the "out of sight, out of mind" mentality encouraged by six foot high solid fences. Consequently, please provide a fence schematic and delete note number nine on sheet one. 4. The front yard setback with front loaded garages should be increased from 18 feet to 20 feet. Vehicles must not be allowed to overhang the public sidewalk. 5. Staff is concerned about the character of the neighborhood with three -car wide driveways. Such wide driveways create an excessive amount of concrete. To mitigate this, Staff will require that one street tree per lot per street frontage be added to the P.U.D. Landscape Plan. Street trees must be a minimum of two inches in caliper with the species selected from the City Forester's approved list of street trees. 6. Staff is concerned about headlight glare shining onto the adjacent property north of the Woodview Place cul-de-sac. Please provide a dense planting of evergreen trees in a cluster to mitigate headlight intrusion onto this neighboring property. 7. It is not clear why the existing tree between Lots 17 and 18 needs to be removed. as it is located within the front yard setback area. The original Preliminary P.U.D. indicates that this tree is to be preserved. If this tree, and the tree on Lot 1 are to be removed, then we will need a letter from the City Forester indicating that such removal is warranted. Otherwise, every effort should be made to preserve these trees or compensate for their loss. 8. Please make the following changes to the Site Plan: A. Under note number 5, please add "See Plat." • B. Please label the PV & L Canal on the vicinity map. C. • Please add Westfield Park, Johnson Elementary and Webber Junior High to the vicinity map. 9. On the subdivision plat, please expand and add more information to the vicinity map. 10. Comments from Engineering, Stormwater and Water Wastewater will be provided to the consulting engineer under separate cover. This concludes Staff comments at this time.
