Dear Eldon:
Staff has reviewed the request for Preliminary P.U.D. for Mountain
Ridge Farm and offers the following comments:
1. Close coordination with the Stormwater Utility will be required throughout the planning
process. Comments from Stormwater have been forwarded to the consulting engineer.
Please note that a SWMM model has been requested to evaluate the hydraulic interaction
between the ponds. This development will require design and construction of three
regional detention ponds, conveyance facilities, outlet structures, and a box culvert.
Easements will be required for all swales and storm drain facilities.
2. The Stormwater Utility reminds the development team that lowering the groudwater table
could adversely affect the wells pumping north of the project. A slurry wall or other
type of barrier has been recommended by RBD and is further recommended by the
Stormwater Utility.
3. The Parks and Recreation Department is interested in pursuing possible shared use of the
regional detention pond west of the canal for irrigation water storage for Westfield Park.
4. Subdrains will be required for installation of utilities and basements.
5. U.S. West advises that these plans do not show the existing telephone cables along the
west side of South Shields Street. U.S. West did not receive a profile of the work along
South Shields, so we are unable to determine how the existing cables would be affected.
Any relocation of existing telephone facilities required by these plans will be paid for by
the developer.
6. Columbine Cablevision would like to see rear utility easements granted on Lots 17, 18,
and 19 on the corner of Wabash Street and Crestway Court. Also, rear lot easements
are needed on Lots 8,9, and 10 at Wabash Street and Ridgeway Court for service purposes.

7. The Water and Wastewater Department will require that a minimum separation of ten
feet be maintained between all trees and water and sanitary sewer mains.
8. , Re-routing of the PV&L Canal will require the permission of the ditch company.
9. In Westbrook P.U.D., the proposed trail along the PV&L Canal is on the east side of
the ditch. Bicyclists and pedestrians, therefore, will have to cross Troutman at an angle
rather than perpendicular. Has any consideration been given to placing the trail on the
east side of the ditch?
10. There should be access to the trail from Ridgeview Court. If the trail is on the west side
of the ditch, then there should be a bridge in the vicinity of the terminus of Ridgeview
Court. Bridges over trails should be visible and accessible.
11. The Building Inspection Division cautions that exterior walls of single family units
located closer than three feet from property lines shall be of one -hour fire -resistive
construction with no openings permitted. Parapets extending 30 inches above the surface
of the roof are required unless the exceptions to SEctions 1710 of the 1991 Uniform
Building Code are met. Projections such as cornices and eave overhangs shall not extend
over property lines. Projections shall comply with Sections 1711 and 504 of the U.B.C.
12. Please add the following note to the Landscape Plan:
"All landscaping must be installed or secured with an irrevocable letter of credit,
performance bond, or escrow account for 125 % of the valuation of the materials prior
to issuance of any certificates of occupancy."
13. It is assumed that there will there be common fencing along Shields Street behind Lots
1 - 5. Please provide a note or detailed schematic describing fence treatment along
Shields. .
14. There are two proposed street names that duplicate existing street names. Please find.
. new names for Windcrest Court and Ridgeview Place.
15. The traffic study (April.1992) refers to four phases. Are these phases still operable or
have new assumptions been made? It may be helpful to indicate potential phases on the
Site Plan:..
16. It will be important to coordinate phasing with the traffic study. According to the traffic
study (page 7):
"Phases 3 and 4 of Mountainridge Farm can occur when alternative access is provided
either via extension of Seneca Street to Horsetooth or connecting Troutman Parkway to
Shields Street."

17. The Site Plan should indicate that the future destination of Seneca Street is Horsetooth
Road..
18. Please label the wooded area "Apache Forest" in keeping with local tradition.
19. Please note that the existing subdivision north of Cobblestone Corner P.U.D. is "Skyline
Subdivision," not "Springfield."
20. A neighborhood information meeting willbe required.
This concludes Staff comments at this time. Please note the following deadlines for the April
25, 1994 Planning and Zoning Board meeting:
Plan revisions are due April 7, 1994.
P.M.T.'s, 10 prints, renderings are due April 18, 1994.
