Re: Mountainridge Overall Development Plan
Dear Peter:
I wanted to follow up on our meeting yesterday regarding the
submittal and review process for the First Filing of Mountainridge.
There appears to be some confusion about what needs to be submitted
for the Stormwater Utility's review and when it needs to be
submitted.
As you know, there are several proposed regional drainage
improvements located on the Mountainridge site including, two
regional detention ponds, a channel connecting the two ponds, a
drainage crossing of the Pleasant Valley and Lake Canal, and a box
culvert crossing under Shields Street. A short reach of regional
channel downstream of the Shields crossing is also needed to tie
into the existing regional channel in Four Seasons.
The need for the regional detention ponds was identified after the
City revised the hydrology for the McClellands/Mail Creek Master
Plan and realized that downstream facilities proposed in the master
plan were inadequate to carry developed flows from west of Shields
Street. The City identified the amount of volume needed and
proposed two possible detention ponds. However, due to other
priorities and the lack of development activity in this area, final
alternatives and cost estimates were not prepared nor the revisions
finalized. Since these ponds are not shown in the approved
McClellands/Mail Creek Master Plan it is necessary to officially
revise the Master Plan so that the regional facilities can be paid
for using Utility funds. The Master Plan revisions can be approved
by the Utility Services Director and do not need Council approval.
Because the Mountainridge area is now beginning to develop it is
necessary to finalize the revisions to the Master Plan so that the
area can develop in such a way as to incorporate the regional
drainage facilities and allow development to occur in a timely way.
If the submittals are complete and the Preliminary and Final Review
processes followed we don't think this process will hold up the

development of the property, particularly the First Filing located
adjacent to Shields Street.
To ensure a smooth process the following items should be submitted
at each stage of the review.
1. Prior to Preliminary Submittal (should be done immediately)
Submit a scope of work and cost estimate from the design
engineer identifying the design tasks associated with the
McClellands/Mail Creek Master Plan revisions and final design
of the regional drainage facilities to be built with the First
Filing. The cost identified in this scope will be reimbursed
by the City under the Developer Repayment Program. This item
has been discussed with RBD but nothing has been finalized.
2. Preliminary Submittal
Submit a Conceptual Overall Drainage Plan for the
Mountainridge site that addresses how the entire site will
drain, how offsite flows will be routed through the site to
the regional detention ponds, and where the regional drainage
facilities will be located. Overall Drainage Plans are
typically prepared for Overall Development Plans to ensure
that major drainage issues are identified and that future
filings conform to the Overall Drainage Plan. These plans are
fairly conceptual in nature, no final design is necessary.
Submit a Preliminary Drainage Report and a Grading/Erosion
Control Plan for the First Filing. The requirements for the
report and plan are documented in our drainage criteria.
Again, final design is not necessary. The purpose of
Preliminary is to identify major drainage issues before a lot
of work has been done towards final design.
Submit the preliminary design alternatives for the regional
drainage improvements, including the two ponds, the crossing
under Shields Street, the channel connecting the two ponds,
and the channel downstream of Shields Street. The main
purpose of this analysis is to ensure that the correct volumes
can be obtained in the regional ponds so that we can proceed
with final design of the pond adjacent to Shields Street, the
crossing of Shields .Street and the downstream channel. All of
this work will have been identified in the original scope of
work submitted by the design engineer. (Item #1 above)
If the submittal is complete and revisions completed the
Preliminary submittal should be approved in a timely fashion.
As part of the Preliminary approval the Utility will identify
which regional drainage alternative the design consultant
should take to final design. Once the Preliminary approval is
complete the Utility will also submit the proposed
McClellands/Mail Creek Master Plan revisions to the Utility
Services Director and the Drainage Board for approval.

However, the design engineer will be able to proceed on to
final design while the revisions are being approved.
Final Submittal
Submit a final drainage report and a grading/erosion control
plan for the First Filing. This is a detailed analysis of the
site that shows exactly how the site will drain and what
facilities must be built. The requirements are detailed in
our Drainage Criteria.
Submit final design calculations and drawings for the regional
detention pond adjacent to Shields Street, the box culvert
crossing under Shields, and the channel downstream of Shields
Street. The drawings may be included in the utility plans for
the First Filing.
Submit an Exhibit B that documents the final cost estimates
for the City's portion of the regional drainage facilities.
This exhibit must be included in the Development Agreement.
It is not necessary to complete a final design for the
remaining regional drainage facilities on the site. This can
be done as subsequent filings are done.
If the final submittal is complete and the revisions
completed, the final approval should occur in a timely
fashion.
The preliminary analysis of the Master Plan revisions will identify
where ponds can be physically located but it won't need to go into
such details as the actual crossing alternatives for the Pleasant
Valley and Lake Canal. Since this issue will eventually need to be
addressed, the Utility would continue on with the analysis of the
regional facilities upstream of the First Filing so that as
subsequent filings are submitted only the final design of the
regional facilities will be needed. However, this further analysis
can occur after the final approval of the First Filing.
The requirements outlined here do not take into account any changes
that may occur due to the requirements of other City departments.
Therefore our requirements may change based on additional
information obtained during the review process.
I hope this clarifies the expectations of the Stormwater Utility.
It is very important that the scope of work for the proposed Master
Plan revisions be submitted as soon as possible so that we can
approve it and provide direction to the design engineer prior to
the Preliminary submittal. I would suggest throughout the
preparation of the submittal of preliminary and final plans that
periodic coordination meetings take place between the City and the
consultant to help identify issues as soon as possible to avoid
unnecessary delays and expenditures.
