Hair Vice President Community Construction, Inc. 531 California Avenue Bakersfield, CA. 93304 Dear Mr. Hair: The Planning Department is in receipt of your letter dated March 11, 1992 in which you request to file a combined Preliminary and Final P.U.D. for Mountain Ridge Filing One. This request has been forwarded to the City of Fort Collins Stormwater Utility for comment. Enclosed please find a letter from Bob Smith, Stormwater Utility Manager, addressed to Peter Kast, G.T. Land Colorado, Inc. This letter outlines the process by which the Mountain Ridge proposal can be processed by our Stormwater Utility. It appears from Mr. Smith's response that there are a variety of complex drainage issues that must be resolved prior to granting of final approval. In order to properly address these issues, and account for a reasonable time frame to review and revise required plans, Stormwater Utility is asking that Mountain Ridge Farm, Filing One be held to the traditional submittal requirement of separate preliminary and final submittals. Based on the information provided by Stormwater Utility, the Planning Department fails to see how a combined preliminary and final submittal will result in plans that are in final form in seven weeks. If plans are not in final form, then the Planning and Zoning Board must approve a variance from the City Code in order to make a ruling on a Final P.U.D. Still, plans will not be filed, and building permits cannot be issued until plans are in final form and all pertinent signatures are affixed on the documents. Therefore, it is our finding that Mountain Ridge Farm, Filing One must submit separate preliminary and final plans, in a traditional 14 week process, in order to be properly reviewed, evaluated, revised, and signed -off in final form.
