For your information, attached is a copy of the Staff's comments concerning
Mountain Ridge Farm, Filing One presented before the Conceptual Review Team on
March 23, 1992.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: March 23, 1992
ITEM: Mountain Ridge Farm, Filing One
APPLICANT: California, Construction, Inc. c/o Eldon Ward, Cityscape
Urban Design, 3030 South College Avenue, Suite 200, Fort Collins,
CO. 80525
LAND USE DATA: Request for 41 single family lots on 11 acres
located within the Mountain Ridge Farm at the southwest corner of
Shields Street and Wabash Street (extended).
COMMENTS:
1. The City Light and Power Department has .single phase
electrical power in the area. Please coordinate with Light
and Power on the location of a transformer. All normal
development charges will apply.
2. There is a 12 inch diameter water line in Troutman Parkway
that can be extended to the site. The nearest sewer line is -
on the east side of Shields and must be extended to serve the
site.
3. The temporary fire access between Lots 30 and 31 must be
designed so that it does not become a convenient access to
Shields for the homeowners. Design considerations should also
include how best to remove and replace with landscaping at the
appropriate time. Please consult with Warren Jones, Poudre
Fire Authority for design ideas that will satisfy the
requirements of the Fire Code.
4. Please be aware that a bicycle/pedestrian trail has been
master planned along the Pleasant Valley and Lake Canal.
5. Parks and Recreation will require that their headgate for
irrigation water to Troutman Park will have to be relocated
when Troutman Parkway gets built.
6. Stormwater Utility has identified a regional detention pond
along Shields. The developer will be required to construct
this pond, a crossing under Shields, and a connection to the
channel in Four Seasons Sixth Filing, and will be repaid by
the City for design and construction. The full details on
this pond and other improvements and the repay agreement are
outlined in a letter from Bob Smith, Director of Stormwater
Utility to Peter Kast, G.T. Land, Colorado, Inc., dated March
13, 1992.

7. It'may be that the full, regional improvements do not have to
built with Filing One of Mountain Ridge Farm. Any interim
solution, however, must be negotiated with Stormwater Utility
and documented in the Development Agreement.
8. The site is located in the McClelland -Mail Creek drainage
basin. The drainage fee in this basin is $3,232 per developed
acre subject to runoff coefficient and amount of detention.
Please contact Susan Hayes, Stormwater Utility, 221-6589, for
further details.
9. The development will require the normal utility plan
submittal. The plat should indicate all dedications of
easements and right-of-way.
10. The Street Oversizing Fee is $584 per unit.
11. A preliminary design for Shields Street will be required.
This may also involve off site design to the north and, south as
determined by the Engineering Department.
12. The owner and developer are cautioned that other improvements
that will be necessitated by Filing One and other filings are
Shields Street, a portion of Troutman Parkway, a ditch
crossing, and stormwater detention. The remaining lots
outside of Filing One should not be so burdened by these
improvements as to make them undevelopable. Please contact
Mike Herzig, Development Engineer Manager, for further details
on these improvements.
13. The City will provide for a repay agreement so that the church
site, when it develops, will be obligated to repay California
Construction, Inc. for half of the local street obligation on
Wabash..
14. It is suggested that the applicant's engineer work with the
Department of Natural Resources on providing a drought -
tolerant, low maintenance seed mixture for coverage of the
detention pond.
15. Staff applauds the open cul-de-sac design along Shields. This
helps break up the stockade look and adds interest along the
arterial street. It is suggested that the P.U.D. consider
fencing design guidelines and landscaping for the five lots
along Shields.
16. It is suggested that the applicant consider planting one
street tree per lot along Wabash in order to establish an
attractive streetscape.
