Dear Mr. Kaplan,
City Staff has reviewed your submittal for Stone Ridge PUD, Fourth
Filing Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US west will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. Telephone facilities generally occupy rear lot utility
easements, which must be located on terrain which permits
trenching operations.
3. The developer is responsible for provision of all trench,
street crossings, and ditch crossings for telephone facilities
within the project, and the developer pays up front
construction costs for facilities within the development.
4. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer.
5. In areas where the sidewalk is detached, Light and Power's
facilities will be installed behind the curb. A minimum of 5'
is required between the back of curb and the sidewalk.
Easements for other utilities will be required behind the
sidewalk. The sequence of installation for the developer will
also change. Light and Power facilities will need to be
installed after curb and gutter, but prior to the sidewalk.
6. In the areas where the sidewalk is detached, additional
conduit will be required to protect L & P's underground
electric lines from future landscaping. There will be
additional charges to the developer for this system
modification.
7. Street lights are not installed by the City along private
drives. If street lights are requested for the private drive,
a system modification charge will apply.

8. Maintain 40' between street lights and street trees, 15' for
ornamental trees.
9. Section 504 of the 1991 edition of the Uniform Building Code
as adopted by the City of Fort Collins requires that exterior
walls of one- and two-family dwellings located closer than 3'
from a property line be of one -hour fire -resistive
construction. A parapet extending 30 inches above the roof
surface is required unless the structure complies with the
exceptions to Section 1710. Projections, such as cornices,
eave overhangs or exterior balconies shall not extend over the
property line and must comply with UBC Sections 1711 and 504.
10. No soils report or traffic information was submitted.
Engineering can not determine whether subdrains are needed or
not. Traffic information may have been submitted with the
preliminary.
11. Existing contours are not shown on the site plan.
12. Off -site easements are needed for temporary swales and
sanitary sewer lines.
13. Please contact Kerrie or Mike at the Engineering Department,
as they have questions about the phasing shown on the Utility
plans.
14. Tracts G and H should not be tracts, they need to be right-of-
way. Medians will be maintained by the HOA, but the City
will own them in the ROW, and can remove them if necessary at
some point. Please discuss this with Mike Herzig.
15. No gaps are allowed along the frontage of CR 9, the dedication
of the full frontage must occur with this filing.
16. Plat frontage of Horsetooth and dedicate the ROW at this time,
to the east boundary of the patio home lots.
17. Other Engineering comments have been forwarded to your
engineer on redlined plans.
18. Natural Resources approves of your choice of grass mix for the
Turf 3 area. If you are planning to plant aquatic plants in
the pond, please specify all native species, and/or non -pest
non -natives.
19. Pedestrian access is still weak. Staff would like to see more
connections to CR 9 and to other neighborhoods.
20. Block 2 will need additional fire hydrants when developed.
21. Please contact Mike Pretz at the Fire Authority concerning the
length of the Waterstone Court cul-de-sac.
22. Please describe the monument at the East quarter Corner on the
plat.
23. Staff was under the understanding that Tract E is a retention
pond, not a detention pond.
24. Are you proposing to install all perimeter landscaping with
this Filing, as shown on the landscape plan?
25. Transportation and Engineering are discussing the future width
of CR 9.
26. I imagine many of these issues have been addressed with the
preliminary plans that are also currently under review.
This concludes staff comments at this time. In order to stay on
schedule for the June 27, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due June eth (3 sets of plans and written
documentation responding to the above concerns),
PMT's (one PMT of each plan sheet), colored renderings, and 8
prints are due June 20th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all Final PUD's. If not, a condition will be
placed on the project giving you 30 days to finalise the plans
and agreement, after which time, you must submit a request for
an extension, to the Planning and Zoning Board.
