For your information, attached is a copy of the Staff's comments concerning Mot*
Ridge P.U.D. Third Filing, presented before the Conceptual Review Team on
November 22, 1993.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS

MEETING DATE: November 22, 1993
ITEM: Stone Ridge P.U.D. Third Filing
APPLICANT: Mr. Les Kaplan, 1060 Sailors Reef, Fort Collins,
CO. 60525
LAND USE DATA: Request for 59 single family lots and neighborhood
recreation area on about_20 acres, located north of East Horsetooth
Road at Kingsley Drive. Request includes a variance.for 28 foot
wide streets on the cul-de-sacs..
COMMENTS:
1. The City's Light and Power Department will assess the normal
development charges. Please contact Janet Perry, 221-6700, if
there are'any questions.
2. The water and sewer utilities must be constructed in
conformance with the approved master utility plan.
3. The Parks and Recreation Department will not maintain any
landscaping areas along Horsetooth Road. Also, P & R will not
maintain the pedestrian path in Dakota Ridge or any
connections between Dakota Ridge and Stone Ridge..
4. The Parkland Development Fee is $779 per dwelling unit payable
at the time of building permit issuance.
5. The site is located in the Foothills Drainage Basin. The
storm drainage fees in this basin are $5,501 per acre, subject
to the amount of impervious surface and the runoff
coefficient. At the time of submittal, the P.U.D. must
include a standard Drainage Report, Drainage and Grading Plan,
and Erosion Control Plan. The drainage facilities must comply
with the previous phases of the P.U.D. and master drainage
study.
6. The ultimate design of the permanent stormwater detention pond
must be designed with this third phase. Since Kate Malers
will be taking maternity leave, the new drainage engineer will
be Basil Hamden.

7. The Poudre Fire Authority will be reviewing the variance
request for 28 foot wide streets in the cul-de-sacs.
8. The Transportation Department suggests that only one
connection to the Dakota Ridge bicycle/pedestrian path is
necessary. This path should be eight feet wide so that two
bikes can pass safely. In order to match the Dakota path, the
path should be concrete.
9. There may be a sight distance problem for eastbound drivers on
Blackstone Court at the intersection with the north/south
street, by Lot 18. The engineering consultant should see if
this intersection meets sight distance requirements. If not,
then a portion of Lot 18 may require a sight distance
easement. Within this easement, fences and tall bushy
landscape materials are not allowed.
10. There should not be two intersections of Fieldstone and
Horsetooth. Is there a logical point to break Fieldstone so
that there is no confusion and duplicate addresses? Is there
to be a Fieldstone Circle East and Fieldstone.Circle West?
11. If a sub drain system is necessary, please submit the design
in the Utility Plans.
12. For Horsetooth Road design, please include centerline profiles
and cross-section profiles every 50 feet.
13. The Street Oversizing Fee is $584 per unit payable at the time
of building permit issuance.
14. The Soils Report will be required at Preliminary submittal.
This can be satisfied by amending or updating the existing
Soils Report. The Soils Report should address pavement
design.
15. At the time of Final, the Utility Plans should include a
striping plan and traffic control plan for all public streets.
16. The variance request for 28 foot streets should pay particular
attention to the potential for onstreet parking.
