HomeMy WebLinkAboutSTONERIDGE PUD, THIRD FILING PRELIMINARY - 21 92F - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommunity Planning and Environmental Dervices Planning Department City of Fort Collins December 23, 1993 Ms. Cathy Mathis Vaught - Frye Architects 1113 Stoney Hill Drive Fort Collins, CO 80525 Dear Cathy: Staff has reviewed the request for Stone Ridge P.U.D., Third Filing, Preliminary and offers the following comments: 1. U.S. west cautions that review of plans should not be construed as a commitment for service. Telephone facilities occupy rear lot utility easements which must be on terrain which permits trenching operations. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project. The developer pays up front construction costs for facilities within the development. 2. The Public Service Company requests that trees be kept a minimum of four feet of horizontal distance from gas lines. 3. Light and Power is concerned about the close proximity of the Fieldstone Drive flowline and the storm sewer. The electrical facilities in this area need to be custom -designed since standard separation requirements cannot be met. Please coordinate with Light and Power on this potential conflict. 4. The sidewalk along Horsetooth Road appears too close to the back of the curb in some spots which cause the street trees to be too close to the curb. As an arterial, Horsetooth Road will be plowed from curb to curb during a snow storm. Trees that are too close to back of curb may be damaged. Check to see if the sidewalk needs to be shifted further away from the back of curb. For emergency providers and addressing, there cannot be two intersections of Fieldstone Drive and Horsetooth Road. The name "Fieldstone" needs to break at a logical point and a new name begin. This logical point seems to be at the intersection of Fieldstone and Cherrystone since this is also the beginning of a change in direction. Without a break in names, there is a potential for two houses on Fieldstone to have the same address. 6. Please note that additional comments on the utility plans are being forwarded to the consulting engineer. 7. The Poudre Fire Authority recommends that a hydrant be added at the corner of Blackstone Drive and Fieldstone Drive. 8. The plans should note that the eight foot wide pedestrian path that connects to Dakota Ridge P.U.D. be specified as concrete and shall be maintained by the homeowner's association. 9. It is recommended that the "Turf 2" areas be a tall fescue sod instead of a bluegrass sod. Tall fescue sod uses less water than bluegrass. 10. In the area of the pool building, an area should be set aside for bike racks. 11. It is recommended that evergreens be used to screen the pool from Lots 10 and it to help with sound and visual buffering. 12. It is recommended that the pool building be pulled back away from the rear lot line of Lot 10. As shown, a 10 foot setback seems to crowd Lot 10. At the time of Final, this building should be designed to have a low profile with a discreet roof. 12. The fence detail should be included on the plans so the Third Filing P.U.D. stands on its own. It is cumbersome to refer back to previously approved plans. 13. The solar symbol and percentage of complying lots should appear on the plat document. 14. It is recommended that the greenbelts that are dedicated as "drainage, landscape, and utility" easements also include "access" since it is anticipated that residents will walk through these areas. 15. As with comments on the utility plans, comments on the Drainage Report and Drainage and Grading Plan are being forwarded by the Stormwater Utility to the consulting engineer under separate cover. This concludes Staff comments at this time. Please note the following deadlines for the January 24, 1994 P & Z meeting: Plan revisions are due January 5, 1994. P.M.T.'s, 10 prints, renderings are due Jan. 18, 1994. As always, please call if there are any questions or concerns regarding these comments.
