As a result of this review, the following comments are summarized below: 1. The City's Light and Power Department has indicated that the proposed detached sidewalk is acceptable. The review from Light and Power is as follows: "Electrical lines and equipment are normally installed behind the attached sidewalk in a new subdivision. A minimum of 12 feet of right-of-way and/or easement is required behind the sidewalk for installation of electric, gas, and water valves. In areas where the sidewalk is detached, our facilities will be installed behind the curb. A minimum of 5 feet is required between the back of curb and the sidewalk. Easements for other utilities will be required behind the sidewalk. The sequence of installation for the developer will also change. Electrical facilities will need to be installed after curb and gutter, but prior to the sidewalk. In areas where the sidewalk is detached, additional conduit will be required to protect underground electric lines from future landscaping. There will be additional charges to the developer for this system modification." 2. The Public Service Company cautions that planting of trees in the front lot utility easements must be closely coordinated so that there is always a minimum of four feet of horizontal separation from underground gas lines. 3. CO 5051--05S0 • (103) 221-6750 n 4. The utility easement on west side of Greystone Street may need to be wider to accommodate both the sidewalk and utilities. 5. On the plat, how was the southline of the Southwest Quarter of Section 29 determined? 6. On the plat, please delete the reference to "Minor Road" on the vicinity map. This streetname was never approved by City Council via the appropriate process and the street sign was put up in error. 7. The Poudre Fire Authority is concerned about the request for 28 foot wide streets. The developer is advised to take every precaution to ensure that there will be 20 feet of unobstructed access. One solution is to attempt to stagger the driveway cuts so there is minimal opportunity for two cars parked on the street to be directly opposite of each other. Other solutions include providing driveway aprons that can accommodate a third car and thus minimize the temptation to park on the street. If the homes are to be provided with three -car garages, then this also solves the problem of preserving 20 feet of unobstructed access. Please investigate the possible methods by which to satisfy the concerns of the Poudre Fire Authority. 8. On Jewelstone Court, Lots 18, 19, 36, and 37 will not be allowed to have an address that duplicates the lots fronting on the east -west leg.of Jewelstone Court. 9. The two Thornless Hawthorns at the entry to Jewelstone Court will spread horizontally and could block the sidewalk. These should be substituted for deciduous shade trees. 10. Staff applauds the commitment to plant street trees in the parkway strip. By applying this requirement to the homeowner, it is hoped that the trees will receive proper care and maintenance by the homeowner. For your information, since the trees will be planted in the public right-of-way, the City Forester is willing to assist homeowners in providing a certain level of maintenance, after establishment, and based on available resources. 11. The plat refers to the open space area in Block Two as Tract B and the Site Plan indicates Tract A. This designation should match. 12. Where the plat indicates "Existing Right Of Way To Be Vacated", please add "By This Plat". Also, please check with Kerrie Ashbeck as to whether these three vacations will require formal action by City Council. A. This concludes Staff comments at this time. In order to remain on schedule for the April.26, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due April 8, 1993 P.M.T.Is, 10 prints, colored renderings are due April 19, 1993 Final documents (including Site and Landscape Covenants) are due April 22, 1993.
