RE: Street Variance in Patio Home Portion of Stone Ridge
P.U.D.
Stone Ridge P.U.D. was approved on July 27, 1992. There are 42
single family lots east of Fieldstone Drive, and 26 patio home lots
served by a private street west of Fieldstone Drive. The private
street serving the patio homes is shown to be 28 foot wide street
with sidewalks on both sides of the street, as per the standard
street design.
The applicant is requesting, via an administrative change, to
delete the sidewalks along the 28 foot wide private street serving
the patio homes. The letter of request and schematic are attached.
During the discussion in June and July of 1992, this request proved
to be very controversial with many issues being raised. As a
result, the request was forwarded on to the next management level.
A field trip was taken to look at two streets in Collindale
(Tuckaway Court and Calabasis Street) and The Courtyards at
Southridge Greens. The applicant's request was withdrawn so as to
allow the approval of the 42 single family lots east of Fieldstone
to proceed to the July 27, 1992 P & Z hearing without controversy.
Because of the request for administrative change, the issue is back
on the table. Various staff departments have different views on
the design and function of these lower order streets. Once again,
we are faced with resolving the issue on an "ad hoc" or "case by
case" basis. As before, if we reach an impasse, the next level of
management will brought in.
I would like to schedule a meeting to discuss the administrative
change request. An appropriate time frame would be to meet early
during the week of November 2, 1992. I propose we meet in the
afternoon of Monday, November 2, 1992, or in the morning of
Tuesday, November 3, 1992 (hopefully, everyone will have voted
already). I will be checking on Friday, October 30, 1992 to
confirm the meeting time, date, and location.
Attached are the administrative change request letter and schematic
drawing of the cross-section of the street without sidewalks.
