Dear Dr. and Mrs. Brice
Staff has reviewed your submittal for Brice P.U.D., Preliminary and
Final, and offers the following comments:
1. The terminology for the existing uses in the building that are
shown on the Site Plan should be changed to reflect that both
of these uses are existing/ongoing. Neither use is "proposed".
Also, the parking as shown is existing.
2. This plan should be titled a "Site & Landscape Plan" with
labels reflecting what plant materials are existing and what
are proposed.
3. There is an existing raised brick planter with a sign in the
front yard that must be shown on the plan. Is any other
signage proposed with this request?
4. The split rail fencing and gravel bed at the front entry
should be shown on the plan.
5. The curb cut from the on -site parking onto McHugh Street must
be outlined on the plan.
6. The existing off -site uses (in addition to the zoning and
subdivisions designations) in all four directions must be
identified, such as "Existing Residential Duplexes" to the
east, "Existing Medical Offices" to the west, etc.
7. What existing utilities are present in the area; for example,
what utilities are to the north along the drive and parking
area in the existing gravel bed?

8. The Planning objectives and Site Plan are not clear as to what
is proposed. The statement of planning objectives should be
expanded to describe in more detail what the current operation
consists of. How many dental chairs are there in this office
now and what is proposed for the future; are all four
employees, plus the dentist, in the office at the same time,
etc. It is difficult to understand what is actually happening
now and what is intended when/if Dr. Brice sells the business.
This information will have to be included on the Site &
Landscape Plan for future reference since this '-will be the
document of record by which the P.U.D. will be enforced.
9. The parking status is unclear on the current plan. There are
six designated parking spaces on -site. Is this number adequate
if all four employees plus the dentist are -in the -office at
the same time. Is the available parking in the garage,
assuming there is some, considered to be part of the required
on -site parking?
10. Any changes in the building use, additions, or remodels must
conform to the building code.
11. The setbacks of the building and parking lot from the property
lines should be indicated.
12. This request does not fit the definition of Joint Parking on
the Business Service Uses point chart. It does not appear that
there is direct vehicular and pedestrian access between on -
site -parking areas and adjacent existing or future off -site
parking areas. Also, the Residential Density Chart, for the
existing dwelling unit in the other half, must be submitted as
part of this request.
13. The site and existing dental office does not -fit the intended
use for this area. Upgrades, in the form -of additional
landscaping, should be included to assure that future
owners/operators of this property will remain in conformance
with an approved business use in a predominantly residential
neighborhood. It is possible to include more shrubs in the
gravel beds along the parking lot and the sidewalk along
McHugh Street. Narrowing down the curb cut and providing a
planting bed at the west end of the parking bays is another
option. ornamental trees and shrubs in the gravel bed north of
the parking lot would significantly improve the overall
appearance of that area.
14. Copies of the submittal requirements for Site Plans (this is
an existing use so not all the requirements apply) and the
Residential Density Point Chart are attached.
15. Any additional impervious area(s) in excess of 350 square feet
on -site will require the need for a drainage study at that
time.

This concludes staff comments at this time. Additional comments may
be received and will be forwarded to you as they become available.
Please note the following deadlines that are important for you to
stay on schedule for the May 18, 1992 Planning and Zoning Board
hearing:
Plan revisions are due on April 29, 1992 by 12:00 noon. Please
contact me for the number of plan revisions to submit.
PMT's, renderings, revisions are due May 11, 1992.
Final documents, including all signed mylars, utility plans and
development agreement if necessary are due May 15, 1992 by 12:00
noon. - - -
Please contact me at 221-6750 to schedule a meeting to discuss
these comments as soon as possible. It is very important to -have
the necessary revisions submitted on schedule to allow for adequate
review time.
