We have reviewed the Benzel Minor Subdivision, and we have the following
comments:
Projected traffic on S.H. 287 indicates the need for a 120 foot total right
of way, 60 feet each side of the highway centerline. Since the existing
width along this property is apparently 40 feet east of the centerline,
additional width to meet the projected need should be protected by reservation
or, preferably, dedication, as permitted by City regulations.
Access to the property may require that an access permit be issued by the
City of Fort Collins as issuing'authority. The permit will be necessary
if there is a change of use of the property that will cause the volume
of traffic to the property to increase by more than 20 percent. Access
to the property must reasonably conform to the State Highway Access Code.
Our comments on the state highway access are based on the information presented
for this property only. If the property owner has any interests or ownership
in adjacent property along the highway, this information should be provided
since it may affect our comments.
Other concerns that must be addressed include surface run-off, landscaping,
traffic noise and utilities. The information provided for review does
not indicate the plan for any of these items. At such time that the.property
is developed, these concerns will be reviewed and addressed.
