Dear Alan,
Staff has reviewed your submittal for Little Caesars P.U.D., Final,
and has the following comments to offer:
1. A south bound left turn lane into Little Caesars must be
provided on Mitchell Drive.
2. All access roads and drives must be dedicated cross -access
easements, including the connection to the existing parking
lots to the east.
3. If parking problems develop that obstruct fire access, then
additional "No Parking - Fire Lane" signs and red painted
curbs may be required.
4. The plat shows a 14' utility easement along the east property
line. The Site Plan shows a 20' utility easement along that
same line. A 20' easement is needed to avoid the telephone
pedestals in the driveway.
5. The detached walk along East Horsetooth Road conflicts with
two telephone pedestals that are shown on the Drainage &
Grading Plan. One pedestal is a large interface which is
costly to move. It may be necessary to make some modifications
in the sidewalk location.
6. The planting of trees in the utility easements adjoining the
south right-of-way line of Horsetooth Road and the east right-
of-way line of Mitchell Drive must be coordinated closely with
Public Service Company. Trees may not be planted any closer
than 4' to natural gas lines, existing or proposed, in these
easements. Also, installation of the parking lot paving and
curbing in Lot 1 that is proposed to encroach into the 10'
utility easement adjoining Mitchell Drive must be delayed
until after gas line installation in this easement.

7. The water main must be extended to the south across the
Larimer Canal No. 2 at the time Mitchell Drive is constructed
across the ditch.
8. A copy of the Stormwater Utility comments is attached.
9. The Landscape Plan needs to clearly identify what areas are
sod, cobble, mulch, etc. It is unclear as to what groundcovers
are occurring where.
10. The masonry exterior finish should be clearly noted that it is
to be brick material. The color should be identified as close
as possible.
11. The information for Lot 2, the office building, on the Site &
Landscape Plans should be removed or labeled as "preliminary
only, subject to final review by the City".
12. This site includes a portion of the Larimer Canal No. 2. The
City wants to be assured that it gets an access easement along
the ditch, assuming that it does not have an easement on the
south side already. How does the ditch company access the area
for maintenance?
13. A signed plat with all signatures, including the property
owners to the west, must be submitted to the City by the
Monday before the Planning and Zoning Board hearing (August
17) to assure that the Mitchell Drive right-of-way is in
place.
14. The timing and cost for the Mitchell Drive ditch crossing must
still be resolved. Please coordinate this with Mike Herzig and
Kerrie Ashbeck in Engineering.
15. Foundation Shrubs should be provided at the base of the stucco
wall on the west elevation, underneath the painted logo.
16. A note precluding window signage should be added to the Site
Plan and elevation drawing.
17. Information on the appearance and function of the pick-up call
board should be submitted to the plans.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on the agenda for the August 24, 1992 Planning and Zoning Board
hearing:
Plan revisions are due August 5, 1992 by 12:00 noon. Please contact
me for the number of revisions required for each document.

PMT's, renderings, and 8 copies of final revisions (for the
Planning and Zoning Board packets) are due August 17, 1992.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due August 20, 1992 by
12:00 noon.
