Due to circumstances regarding the dedication of right-
of-way by the property owner to the west of the proposed

Little Caesars Pizza, Mitchell Drive cannot be built in the
m
short range future as indicated on previous site plans and as
analyzed in the site access study. Therefore, a temporary
M
access scheme has been proposed sharing the existing driveway
to the bank/office building to the east of the proposed Little
Caesars Pizza. Access will also be available to JFK Parkway
through the parking lot that currently exists to the south of
the bank/office building. Currently, the bank/office building
has full -turn access to Horsetooth Road at their driveway and
alternative full -turn access to Horsetooth Road via JFK
Parkway. The Horsetooth/JFK Parkway intersection is
signalized.
Current peak hour traffic counts (April 1992) at the
Horsetooth/Square and Horsetooth/bank-office driveway are
shown in Figure 1. Operation at these stop sign controlled

intersections is shown in Table 1. Calculation forms are
provided in Appendix A. Left turns out of the Square and the

bank/office driveways are at level of service D during the

peak hour, based upon the unsignalized intersection analysis
technique from the 1985 Highway Capacity Manual. Recent
research (cited in the Little Caesars Pizza Site Access Study)

Another consideration pertaining to the operation of this

stop sign controlled intersection is the geometry of the

center lane on Horsetooth Road. This center lane is 21 feet

wide. During traffic counts, it was observed that exiting

left turns from both the Square and the bank/office driveway

utilize this lane as a refuge area in order to execute the

approaching from the left. When considering this two step
maneuver, the noon peak level of service is B/B and the
afternoon peak level of service is C/D.
With the limitation on access caused by the elimination
of Mitchell Drive, Little Caesars traffic was assigned to the
bank/office driveway as shown in Figure 2. This assignment
indicates a worst case situation, since no traffic is assigned
through the bank/office parking lot to JFK Parkway. The
operation at the two key stop sign controlled intersections
is shown in Table 2. Calculation forms are provided in
Appendix B. Also shown in Table 2 is the peak hour operation
when considering the research cited earlier. While the level
of service will deteriorate due to the increase in background
traffic on Horsetooth Road and the additional traffic
generated by the proposed Little Caesars Pizza, the operation
will not be significantly different from that which occurs
today. If delays become unacceptable for the left -turns exits
from the bank/office driveway, a logical motorist will seek
an alternative which serves the same desire in less time.
This route currently exists through the bank/office parking
lot to JFK Parkway. Currently, the Horsetooth/JFK Parkway
signalized intersection operates acceptably with much excess
capacity. The additional traffic that might be added to this
intersection due to the Little Caesars Pizza and the diversion
of bank/office traffic will not significantly impact this
intersection.
It is recommended that the proposed temporary access
scheme be implemented. When right-of-way is available to
build Mitchell Drive, traffic should be redistributed as
indicated in the Little Caesar Pizza Site Access Study.
