Subject: Little Caesars traffic study (File: LTLCMEMI)
This memorandum is the preliminary traffic study
submittal for the proposed Little Caesars Pizza Restaurant
located at the Horsetooth/Mitchell (future) intersection in
Fort Collins. The site will also include a small office
building which will be used by Little Caesars office staff (4-
5 employees) and occasionally to conduct new employee
training.
Peak hour (noon/afternoon) traffic counts were obtained
in April 1992. These are shown on the attached work sheet.
Also shown on this work sheet are the 1989 peak hour traffic
counts at the College/Horsetooth and Horsetooth/JFK
intersections. Comparison of the peak hour traffic indicates
that traffic volumes have been fairly stable on Horsetooth
Road over the past three years.
Observation during traffic counting indicated the left -
turn exits from both the Square and the office building on the
south side of Horsetooth Road occasionally experienced long
Z delays. This was primarily caused by the release of vehicles
°; at the College and JFK signals. There were some periods when
Z there was virtually no delay. The wide left -turn lane (21
z
feet) on Horsetooth Road was often used as a refuge area in
Ui making a two stage left -turn exit.
I have reviewed the preliminary site plan. I have made
Z some geometric suggestions which are probably reflected on the
O site plan submitted on May 4, 1992. The property to the west
is currently vacant. Access is shown on the Little Caesars
o site plan to this property. The traffic study will reflect
v a use on this site that will give a reasonable expectation of
traffic associated with this property.

C In the short range future, it is expected that Mitchell
U. Drive will not be extended south of the irrigation canal. The
cc long range analyses reflect completion of Mitchell Drive.
~ Mitchell Drive will primarily serve as a recirculation street,
serving the properties which "front" on College Avenue. These
properties are/will have limited turn access from/to College
Avenue due to the center raised median.

It is my understanding that the proposed Little Caesars
is considered to be a "Preliminary Submittal." Therefore,
there will be ample time to submit the traffic study in a few
weeks and still allow enough time for review and comment by
city staff. City planning staff granted a late submittal of
the traffic study.
