comments (2, 9, and 12) in a letter dated May 22, 1992 for the

Little Caesars PUD - Preliminary. I have had discussions with
Eric Bracke regarding these comments. I have also worked with
Architecture One over the past few weeks. Drawings submitted
by Architecture One on June 3, 1992, reflect my responses
contained herein.
Comments 2 and 9 of the May 22, 1992 letter pertain to
Mitchell Drive and its intersection with Horsetooth Road.
Mitchell Drive will line up with the access to the Square
Shopping Center. The Square access has a median. Currently,
the Square access is a full -turn intersection. I expect that
this access and the Mitchell Drive intersection with
Horsetooth Road will be a full -turn intersection for a number
of years. As mentioned in the traffic study, the only way to
restrict certain turning movements in the future is to

construct a median on Horsetooth Road. The restricted access

will not likely occur until Mitchell Drive is extended south

of the irrigation canal. Therefore, it is necessary to build

Mitchell Drive so it will function now and in the future. The

design concept described below will do that, .with no changes

in the curbs when the turning movements are changed as

recommended in the traffic study.

1. It is recommended that Mitchell Drive be 36 feet wide
a
(functionally 3 lanes). Initial laneage should be one
u.i
o
southbound lane and two northbound lanes. The northbound
N
lanes should be designated as a through/left-turn lane
a
combined and a right -turn lane. In my judgment, there
c`
will be few northbound throughs.

2. The northbound through/left-turn lane can extend to the
WLL
Little Caesars access (150'+) as long as Mitchell Drive
=
a
does not go south across the irrigation canal. This will
c`
allow more than enough storage space for through/left-
turn exits from Mitchell Drive and allow the right -
turning vehicles to bypass the movement that will be
delayed.
3. When turns are restricted at the Hors etooth/Square/
Mitchell intersection as recommended in the traffic study
(the Square access - right-in/right-out; Mitchell Drive -
right-in/right-out/left-in), the combined northbound
through/left-turn lane should be striped out. When this
occuts, a southbound left -turn lane should be designed
to the Little Caesars access. This left -turn lane should
be 60 feet long plus a short taper (50'+). This change
can be made without tearing out any curb, gutter, or
street that will be constructed with the development of
Little Caesars.
4. The future design of the Horsetooth/Square/Mitchell
intersection does not have to be done now. Preliminary
information indicates that the recommended design can
easily be accomplished.
Comment 12 of the May 22, 1992 letter pertains to the
access between Little Caesars and the office building to the
east. This access currently exists and functions as a full -
movement intersection. It will continue to be a full -movement
intersection until the median, recommended in the traffic
study and discussed above, is constructed. At the time the
median is built on Horsetooth Road, this access will become
right-in/right-out.
