Hauser Architecture One, P.C. 150 East 29th Street, Suite 200 Loveland CO. 80538 Dear Al Staff has reviewed your submittal for the Little Caesars P.U.D. - Preliminary and would like to offer the following comments: 1. This site was approved as Parcel 1 of the Continental Plaza Preliminary P.U.D. in 1981. The alternative uses defined on that plan were financial institution, restaurant, and office. 2. The 16' width of the southbound lane, from flowline at the raised median to flowline on the west side, into Mitchell Drive is too narrow. It appears- that the raised median (island) may create problems. Consideration should be given to eliminating the median in the form shown. 3. This development will have to build the Larimer Canal 42 crossing at this time or put up the money for the whole thing. Paybacks may be received if the City is able to collect with a repay agreement. The Drainage &-Grading Plan should show the detailed contours of the ditch, including off -site to the southwest, so we can determine its location and where the crossing occurs. 4. The sidewalk along east Horsetooth Road, between Mitchell Drive and the private access road to the east, must be detached and located back of the street right-of-way. 5. A copy of the U.S. West comments is attached. 6. Public Service has stated that the trees along East Horsetooth Road must be planted 4' away from the existing 6" steel gas main and 4' south of the south property line. trees along the east side of Mitchell Drive must be planted 4' from the proposed gas main in the 10' utility . easement. The freestanding sign at the southeast corner of East Horsetooth Road and Mitchell Drive may conflict with existing 6" steel gas main. Water/Wastewater Department's comments have been returned to Stewart & Associates on redlined Utility Plans. 8. The. maximum allowable signage for this site is 327 total square feet and the plans presently show 444 square feet. The neon window sign and the pizza!pizza! signage appear to contribute to the excessive amount. 9. There are concerns about the traffic issues throughout this business center, with the turning movements and geometrics of the Horsetooth Road/Mitchell. Drive intersection being of specific concern. 10. Shared access with the Continental Plaza office park to the - east must be properly recorded with access easements. Have any discussions about the shared access, between the Little Caesars people and the owners of the office park, taken place to date? il. The City would like to look at the possibility of an access easement along the Larimer Canal #2 for a future bicycle trail in this area. Please work with Eric Bracke or Rita Davis of _ the Transportation Division (221-6608) to determine need and location. 12. Is the access drive between Little Caesars and the office building to be a right in/right out only? If so it should be labeled as such on the Site Plan. 13. The existing vegetation of significance must be shown on the Site and/or Landscape Plan. The existing trees have some positive value but are generally in fair to poor condition. For the most -part they are of an undesirable species, being Siberian Elm. Tim Buchanan, the City Forester, would recommend preservation if the project could accommodate them with little impact on the proposed development. The proposed street trees along East Horsetooth Road and Mitchell Drive should be upsized to 3"-4" as mitigation for the tree removal. Additional Hackberry, at a spacing of about 401, should be considered. The Bechtel Crabapple is sensitive to fire blight. The Brandywine Crabapple is similar in character but disease resistent and should be considered as an alternative tree. Understory plantings should be included along Mitchell Drive and the plantings in the island to the east of Little caesars should be "beefed up". 14. Is any berming planned along the street frontages as additional buffering, in addition to the landscaping? 15.. Off -site drainage easements to the north and east onto the adjacent property may be required.. 16. The Warren Lake Company and Larimer Canal #2 Ditch Company will have to approve these plans. i This completes staff comments at this time. Additional comments may be forwarded to you as the City departments and outside reviewing agencies continue to review this request. Please be aware of the following deadlines to enable you to stay on schedule for the June 22, 1992 Planning and Zoning Board hearing: Plan revisions due June 3, 1992 by 12:00 noon. Please contact me for the number of each document to submit. PMT's, renderings, revisions due June-15, 1992. - Final documents due June 18, 1992 by 12:00 noon.
