ONE June 3, 1992 Mr. Steve Olt, Planner City of Fort Collins Planning Department P.O. Box 580 Fort Collins, CO 80522 RE: Preliminary Staff Review Comments Little Caesar's P.U.D. Dear Steve, The Preliminary P.U.D. Site Plan for the above referenced project has been revised pursuant to the review comments contained in your letter dated May 22, 1992. The following responses correspond to the numbered comments from your letter: 1) No action required. 2) The raised/landscaped median has been eliminated in favor of painted lane markings. This traffic design was performed by Matt Delich and reviewed by Eric Bracke. 3) The owner is agreeable to an escrow of his proportionate share of finding for the crossing at Larimer Canal No. 2. Due to the required involvement of other adjacent property owners, construction at this time is not feasible. The additional requested information has been added to the Drainage and Grading Plan by Stewart Engineering. 4) This sidewalk has been revised to a detached walk, as requested. 5) The easement along the east side of the property has been increased to 20 feet per US West/Communication's request. 6) Street tree locations have been revised so as not to conflict with existing utility line locations. The monument sign at the northwest corner of the site has also been relocated to comply with this request. 150 EAST 29TH STREET PALMER GARDENS, SUITE 200 LOVELAND, COLORADO 80538 303/669-9060 FACSIMILE 303/669-9066 7) Stewart Engineering has made the necessary revisions to the Utility Plans. 8) Our calculations show that the current plans contain 369 total square feet of signage. The neon window sign has been eliminated. The awning over the pick-up window is not backlit and contains no logo or identifying wordage. In addition, the pick-up call station shown can be eliminated in favor of a smaller microphone/speaker pedestal. The remaining signage is important to the owner in terms of corporate identity and visibility/exposure. 9) The Horsetooth Road/Mitchell Drive intersection had been resigned. Refer also to item number 2. 10) The Continental Plaza office park to the east is provided with blanket easements with the exclusion of building pads/footprints. Similar easements can be granted on the Little Caesars P.U.D. if necessary. Discussions of cross access agreements between the two property owners have occurred. 11) Neither Transportation nor Parks and Recreation authored this review comment. Leslie Bryson of Parks and Recreation stated that they have no interest or intent in developing such a trail at this location. Thus, no further action has been taken. 12) Per Matt Delich, this access can function as a full turning movement access until such time that Mitchell Drive is extended to the south across Larimer Canal No. 2 and/or further medianization occurs in Horsetooth Road west of JFK Parkway. 13) All landscape recommendations contained in this review comment have been incorporated into the revised Landscape Plan. In addition, sod groundcover has been revised from "bluegrass" to "fescne" blend. 14) Berming has been added along the Horsetooth Road street frontage for additional buffering. 15) Stewart Engineering will provide evidence that existing easements currently exist on adjacent properties to accept drainage from this development. 16) No action required.
