RE: Little Caesars P.U.D.
Revisions to Preliminary P.U.D. Plan
Dear Steve,
This letter is to clarify our response, or the corrective
measures taken, on several items brought up by staff during
preliminary review of the above referenced project. These
items will be verbally addressed in this letter and will be
graphically shown as revisions to the P.U.D. Plans at the
time of final submittal on July 3, 1992.
1. Mitchell Drive Configuration -
The cross section of Mitchell Drive will be increased
to better align with the entrance to "The Square"
shopping mall on the north side of Horsetooth Road.
The design is anticipated to be more like the
conceptual review submittal, but with a painted median
area as opposed to a raised, landscaped median strip.
2. Mitchell Drive Extension E Ditch Crossing -
It has been determined that all of the Larimer Canal
No. 2 is located within a 30 foot ditch easement which
runs along the south property line of this development.
Because the Mitchell Drive extension and ditch crossing

this project (or the Reidman property to the west of
Mitchell Drive), we would propose the establishment of
a Special Improvement District to deal with this
crossing. This district should involve property owners
as far south as Western Auto and Toys-R-Us. The
developer of Little Caesars, Tony Fonte, does not feel
that the ditch crossing should be financed by funds
escrowed only by himself and Mr. Reidman.

3. Signage -
Signage for the restaurant site (lot 1) will be revised
to meet the 328 maximum allowable square feet provided
by the sign code. To accomplish this, the following
revisions will be made:
The east roof mounted "Little Caesars" sign will
be deleted.
The west roof mounted "Little Caesars" sign will
be increased from 28" to 32" height.
The pick up call board will be reduced from
4811Wx3611H to 2411Wx4811H.
All other signs will be unchanged.
Signage for the restaurant may then be summarized as
follows:
Building Mounted Signs
North "Little Caesars" sign 65 SF
West "Little Caesars" sign 46 SF
West round logo sign 28 SF
East round logo sign 20 SF
West "Pizza! Pizza!" sign 57 SF
Freestanding Signs -
Monument Sign (52 SF ea face) 104 SF
Pick-up call board 8 SF

328 SF
4. Ditch Company Approval -
A letter of review and approval of this development has
been requested from Mr. John Strachan, President of
Larimer Canal No. 2. He expressed his approval of the
plan to me and indicated that his only concern was with
the retaining wall shown along the ditch and his need
to get equipment along the ditch bank to maintain the
canal. He requested that the retaining wall be as
minimal as possible or eliminated i.f an acceptable
grade between the ditch bank and drive area could be
achieved.
S. Point Chart Discussion -
As you may recall, we discussed the points taken for
this development being a part of a mixed use
development and I explained the rationale behind my
decisions.
Brick will be incorporated as an exterior material on
the office building on Lot 2. The owner would like to
build the current standard "Little Caesars" prototype
restaurant and would choose not to alter the building
exteriors to include the use of brick masonry.
Likewise, the sign base for the monument sign would
remain a stucco material.
If the above represents a problem for staff, I would
choose to remove the points taken for a mixed use
development as a 50% score can be achieved without
these points.
6. Addition of ornamental Trees -
Per staff request, three (3) additional ornamental
trees have been added to the Landscape Plan. These
trees have been added near the entrance points to this
development.
It is my understanding that the office building on Lot 2
will receive preliminary P.U.D. approval along with the
Little Caesars Restaurant. This preliminary P.U.D. approval
is good for 3 years witn two sixth month extensions possible
after that time. Final P.U.D. approval will be required for
Lot 2 prior to development.
