This restaurant would include a drive-thru pick-up window and indoor seating for 42 people. The southern half of the site (Lot 2) is planned for an office building to be owned and occupied by Little Caesars of Northern Colorado, Inc. This office building will be limited to an 1800 SF maximum footprint size with a maximum total area of 3000 square feet. It is planned to contain general offices and a training area for Little Caesars Pizza of Northern Colorado and possibly a small office area available for lease. The architectural character of the office building is intended to be of residential scale with exterior materials of face brick, cedar siding and shake shingle roofs. The owner would prefer a structure which would be considered similar compatible with the building in The Shores office complex to the east of this site. He would like it to have a separate identity from the restaurant structure and for this reason he is not suggesting the use of the stucco or standing seam metal roofing materials associated with the restaurant. Primary access to both the restaurant and office building is from Mitchell Drive with secondary access provided by the existing common drive along the ease side of the property. Vehicular circulation across this site between Mitchell Drive and JFK Parkway to the east has been provided for much in the same fashion as the original Continental Plaza P.U.D. proposal from 1981. Completion of point charts A, D and E show these uses to be appropriate for this site and in conformance with city land use policies without the provision of alternative energy systems or conservation measures beyond that normally required by city code. The preliminary P.U.D. suggests that Mitchell Drive be extended only as far south as necessary to provide access to this development and the adjacent Reidman property to the west. Right-of-way for this improvement will need to be deeded to the city by both Reidman (west portion) and Fred T. Hiller (east portion). These negotiations are currently in progress. It is anticipated that the further southern extension of Mitchell Drive, including a crossing structure at Larimer Canal No. 2, will occur as a separate development at a later date. It is felt that this improvement involves the participation of several area property owners as well as the city in order to improve the South College Avenue area circulation plan. The proposed site has numerous existing Cottonwood and Chinese Elm trees. Most are small and appear to be of a volunteer nature. No single specimen is of a character worthy of preservation. Instead, the proposed landscape plan suggests the placement of new street trees and other plantings of proper species in more desirable locations. An existing native area will be maintained along the Larimer Canal easement on the southern edge of the property. It is anticipated that the construction of the restaurant would proceed in the fall of 1992, as soon as the planning approval process is completed and a building permit has been granted.
