We are pleased to submit the Application for an Amendment for the existing Best Buy Store at 4040
South College, Fort Collins.
Introduction
In the preparation of this application, we have taken into account local codes and guidelines including:
the Land Use Code of the City of Fort Collins, December 1998 edition; the Design Standards and
Guidelines for Large Retail Establishments and the General Development Standards for Fort Collins. Our
submission consists of the following:

Zoning
The parcels are zoned C, Commercial under the new Land Use Code adopted in March of 1997.
The structure is over 25,000 s f . As far as the extension and remodeling will allow, we are complying
with the City's Standards and Guidelines for Large Retail Establishments.
Planning Objectives
In designing the modifications to this store and the surrounding site we have been sympathetic to the
local topography and to the existing surrounding buildings. The colors and materials used in the
expansion of the building are to match those of the existing store. We have sought to improve the linear
appearance of the big box store by creating more varied elevations which incorporate: a new truck dock,
a truck dock screen wall, a new front entrance with a variable height and width element, the new fascia.
As per our discussions with Planning Officials in September and in October last year, we have modified
the Best Buy corporate blue in the fascia to a more of a navy color which Fort Collins should find more
acceptable. This fits in with the existing blue stripe and brings out the earth tones of the building. The
finish to the Best Buy fagade is a flat paint.
Specific Areas of Attention John McNulty, Architect
Delivery, loading and trash removal are improved on the extended building with a new screened truck
dock. The screen wall extends the full length of the truck dock on the north side of the building and it is Shawn Alexander, Architect
twelve feet high.

Securely anchored permanent bike racks are to be provided adjacent to the main entrance.
Parking on the site has been modified to be nearer the City standard of 4 spaces per 1000 s f of gross
floor area.
The electrical transformer for the remodeled store is to be located externally at the rear north east corner
of the store, adjacent to the east wall of the receiving area. The electrical contractor will complete and
submit the Commercial One Form.
Our Civil Engineering Drawings C1 to C5 detail the modifications to storm water drainage and site layout.
We are providing Utility and Drainage Plans.
Our Landscaping submittal deals with the wetland issues stemming from the small wetland area to the
east of the store. We have proposed a large water retention pond.
Recycling areas are included in the loading area of the building and cardboard has the largest space for
storage prior to collection.
The application fee has been provided with the submittal, a check for $3,206 has been presented, made
out to the City of Fort Collins.
The Platt for the boundary divisions is included as part of the submittal.
Our client wishes to apply for an additional right of way onto JFK Parkway. The access is shown on Civil
and Architectural drawings.
A Transportation Impact Study forms part of this application, prepared by Matthew Delich Associates.
The truck routing and turning have been discussed with City representatives and Nolte Associates. The
Architectural and Civil Engineering site plans define the results of these discussions.
Improved Amenities
The remodel and expansion of this store has allowed many improvements to be made to the traffic and
pedestrian access to the site. In the spirit of the City requirements to improve amenities, the design team
has enhanced the existing landscaping on the site, providing more trees, shrubs, foliage and ground -
cover. To the North East corner of the site we are providing an attractively low-key landscaped area in
line with City Guidelines. This will give shoppers and hikers the opportunity to take a break or eat a
picnic in a natural corner with rushes reeds and shrubs. The intention here is to make the area less of a
formal plaza and more of a riverbank retreat. Shielding the area with some larger trees should mitigate
any adverse effect from local traffic and trucks.
