1. Facades and Exterior Walls
GUIDELINE: We are generally providing greater articulation to an existing building.
STANDARD:
a The existing front fagade of the building is being broken up by the introduction of an
extensive raised canopy supported on two tower elements shown on the elevations. The
rear wall of the store is being modified with the addition of the receiving area and a new
screen wall.
b The ground floor entrance wall will include the new improved entrance with glazing
elements which have become a hallmark of Best Buy, nationwide, but modified to provide
a symmetrical appearance. The fascia to the canopy over the glazing carries the logo for
Best Buy and is painted the background beige color of the building.
2. Smaller Retail Stores - Not Applicable.
3. Detail Features
We are modifying an existing building within an existing center. Where possible, as we have
planned the enlargement of the store we have added features as described above under item 1.
There will be minor color modifications to the building, which will differentiate from the surrounding
stores without creating disharmony.
4. Roofs
GUIDELINE: The new canopy at the main entrance adds interest and an overhang as suggested.
STANDARD:
a On average, considering the slope of the roof for drainage, the existing parapet at roof
level complies with the "not to exceed 15% of the height of the wall' guideline.
b The canopy at the front creates a length of overhang extending 6' beyond the walls.
c It incorporates raised features which exceeding the height of the supporting walls.
d. Additionally, the front elevation incorporates a sidewalk canopy extending to and wrapping
around the north east corner of the building.

5. Materials and Color
GUIDELINE: This is an existing building. The expanded areas and the canopy will include colors
and materials of the surrounding existing center. In addition there will be some accent colors from
the Best Buy prototype, as shown on the colored renderings.
STANDARD:
a Materials to match existing include good quality split faced textured concrete masonry
units.
b The fagade blue has been changed to that of the background beige color of the building
and the shopping center.

c The logo features the Best Buy yellow and we are not proposing any neon.
d None of the excluded exterior building materials are being used.
6. Entryways
GUIDELINES: The unique Best Buy entryway gives orientation and aesthetically pleasing character
to the building mainly by the use of glass elements divided horizontally and vertically to give a
comfortable human scale.
STANDARD:
We comply as follows:
a Canopy and portico defined by columns to two towers.
b a protective overhang outside the doors.
c Newly created recess at ground level and protection above the faqade.
d A short arcade as defined under 'a' above extends to and wraps around the north west
corner of the building and the entire length of the north wall adjacent to the new parking
lot.
e A modeled entryway midpoint of the north elevation over the emergency exit.
f Pilasters at intervals to three sides of the building including the south wall which is not
being otherwise modified in this expansion.
g Raised parapet above the entrance.
f An outdoor plaza to the NE of the building with an integral trellis feature acting as focal
element.. Picnic tables and benches, trash containers and subdued outdoor lighting to be
provided.
i Display windows at the entrance.
j A modeled truck screenwall with vertical pilasters.
k Architectural details integrated into all expanded areas of the exterior.
7. Back and Side Facades
GUIDELINE: These have been met on all elevations, although we are not affecting the south
elevation during the remodel or expansion and we refer to Article 1.1 of our response.
ARTICLE II. SITE DESIGN AND RELATIONSHIP TO SURROUNDING COMMUNITY
1. Entrances
GUIDELINE: Multiple entrances present a planning and security risk with this type of store. We have
planned for only one entrance. However, to visually improve the appearance on the north elevation,
we have included a false entrance opposite the new parking
2. Parking Lot Orientation
GUIDELINE: This is an existing building but in adding additional parking for the expansion, the
designers have sought to bring the project more in line with the guidelines.
STANDARD:
Approximately sixty percent of the parking is provided at the front (West) Elevation and forty per
cent to the Side (North) Elevation
3. Back Sides
GUIDELINE: We have introduced amenities and elements to alleviate the normal unattractive views.
STANDARD:
At the rear NE corner, away from the stereo bay and receiving dock, we have created a pedestrian
plaza, a small natural reserve with places for visitors to picnic. An extensive trellis feature is
included (timber). This area and the integral sidewalks link JFK Parkway through to the Best Buy
store and the rest of the center.
Between the receiving area and JFK Parkway we have created a retention pond for stormwater run-
off and to provide a wetlands retreat, isolated from the center, for wildlife.
4. Outdoor Storage, Trash Collection and Loading Areas
GUIDELINE: Behind the truck dock we have created a screen wall to hide the receiving operations
from view. This is constructed from the same split faced block, which is used in the existing
building. Please note trash collection is now contained inside a new enlarged compactor. Nothing
will be visible outside this.
STANDARD:
a Unloading and trash areas are hidden from view.
b. The nearest street is at least 80' from the rear of the screen wall behind the truck dock
(min 20' required)
C. All loading, truck parking, outdoor storage, utility meters, HVAC equipment, trash
collection, trash compaction and other services are incorporated within the design of the
building and fully contained from view and from causing an acoustical nuisance.
d There are no external non -enclosed areas for use for seasonal merchandizing or inventory
control.
5. Pedestrian Flows.
GUIDELINE: Commensurate with the modifications to an existing building within an existing center,
we have complied with all requirements.
6. Central Features and Community Spaces
GUIDELINE: We have complied with the guidelines in consultation with representatives of the City of
Fort Collins.
STANDARD:
We have provided:
1 A plaza seating area for picnics to the NE of the building.
2 An outdoor recreation area within this Natural Plaza.
3 A Feature Trellis approx sixty feet long (see plan)
4 A large retention pond a sanctuary for wild life.
5 Sidewalks interconnecting the features with the car lot, the store, JFK Parkway and the
rest of the center.
6 General improvements to the existing landscaping, additional trees and shrubs and ground
cover.
7 New Landscaping associated with the new North Parking Lot and with the new Natural
style Plaza to the NE.
7. Delivery and Loading Operations
GUIDELINES: We have demonstrated our adherence to the City of Fort Collins Requirements in the
above sections... and .... Because of the proposed planning and the lack of neighborhood
proximity, there should be no disturbance to adjoining neighborhoods.
STANDARD:
For the operators we note that there should be no deliveries, loading, trash removal or compaction
or other such operation, between the hours of 10.00pm and 7.00am, unless the applicant submits
evidence that sound barriers between all areas for such operations effectively reduce noise
emissions to a level of 45db, as measured at the lot line of any adjoining property.

New addition shall be fire sprinklered — Existing and proposed building is fire sprinklered.
Architectural plan set addresses this issue.
A hydrant is required within 300' of building — Contact was made with Ron Gonzales of PFA.
Ron left a voicemail on 3-20-00 indicating the existing hydrants and the one being relocated at
the northwest corner of the building are adequate.
A fire lane plan shall be submitted to PFA for evaluation — Indication of fire lanes has been
added to the Horizontal Control plan. Easements are indicated on the plat.
Address shall be visible from the street — Note has been added to the Horizontal Control Plan.
