We are pleased to submit Best Buy, Nolte Engineering and MBH Architects answers to the City comments dated 2.23.00 for the above store. 1. In the preparation of these amendments, we have taken into account local codes and guidelines including: the Land Use Code of the City of Fort Collins, December 1998 edition; the Design Standards and Guidelines for Large Retail Establishments and the General Development Standards for Fort Collins. 2. Nolte Engineering and MBH have answered point by point all the comments from the different departments of the City of Fort Collins and Poudre County Fire Department. 3. MBH has answered point by point the 28 items from the Current Planning Department. 4. We have included our statement of compliance with aspects of the City of Fort Collins Guidelines for large retail establishments. 5. We are returning all redlined sheets from the City of Fort Collins. 6. The amended drawing submission is as follows: Site Plans 17 copies of b and w plans from MBH and from Nolte Associates, Civil Engineers. Landscape Plans 14 copies from Nolte Associates. MARCH 29.DOC Dennis Heath, Architect Planning Objectives As before: In designing the modifications to this store and the surrounding site we have been sympathetic to the local topography and to the existing surrounding buildings. The colors and materials used in the expansion of the building are to match those of the existing store. We have sought to improve the linear appearance of the big box store by creating more varied elevations which incorporate: a new truck dock, a truck dock screen wall, a new front entrance with a variable height and width element, the new fascia. Specific Areas of Attention As discussed previously, Best Buy wish to apply for a parking variance to 4.75 per 1000 sf of retail store. We will be submitting additional written material in time for City review prior to the public hearing on 5.18.00. All other items remain unchanged from our original submission. Revised drawings will be indicated by a 2� and a bubbled enclosure. Current Planning Comments Ref. Letter February 23, 2000, Ted Shepard to Andrew Golland of MBH Architects Item Comments Sheet Corrected 1 Concern over architectural design of the building... Planning Department will not accept such a radical departure from the established character of the Marketplace PUD shopping Center MBH and their clients, Best Buy, have redesigned the exterior of the building to comply with the concerns of the Current Planning Department. More elements have been added complying with the City Big Box Retail Store Guidelines. Notably, the front elevation (west) now has a new symetrical design. Flanking Towers are positioned either side of the entrance. There are pilasters breaking up the walls and a new canopy over the sidewalk linking A 6 the west and north car parks. 2 The Blue Dryvit Panzer Mesh and black painted cmu shall not be used as fascia treatment. The new entrance way and fascia complies with this City request. Please see our attached statement concerning adherence to City of Fort Collins: Design Standards and Guidelines for Large Retail Establishments. 5 Building fails to comply with the standard requiring a recognizable top. This is a major amendment to an existing building. MBH and Best Buy have added elements where appropriate, including pilasters that run up above the existing wall height. For all other information please see our attached statement concerning adherence to City of Fort Collins: Design Standards and Guidelines for Large Retail Establishments. 6 The Major Amendment includes add. Parking to a total of 203 spaces. Equating to 4,75 per 1,000 s f. This exceeds the allowable maximum. Best Buy wish to apply for a variance. Please see attached letter Dated 3.29.00 from MBH. 7 Proposed lighting on the site plan is excessive. We have altered the lighting to respect the levels required by the City. Parking lot lighting will be introduced to match existing levels 8 Flood lighting of the front elevation is prohibited. We have eliminated this lighting. There will be increased lighting only at the entrance and for the Best Buy sign over the entrance, to be approved. 9 Truck dock lighting We have provided two shielded fixtures similar to those on the walls of the existing building. 10 Wall Pack Specification These are to be down directional and will feature sharp cut-off fixtures 11 The sidewalk connection from KFK Pkwy to the store should be straight and separated 6-8 ft from the curb. We have separated the sidewalk from the curb as required and straightened it slightly. AS 1 12 New sidewalk to the north to the west side of the new parking lot. We have provided this. The ramp and crosswalk will be detailed to align with the entrance to the Sportscaster AS 1 restaurant. 13 Street Trees on JFK The specification is upgraded to comply with the City request. We are showing the street lights as requested. 14 Accurate numbers of trees on South Property line. These are now shown. 15 No gaps in shrubs along truck screen wall There are no gaps. 16 203 Parking spaces require 7 handicap stalls We have added 2 to make 7. AS 1 17 Pallets and Miscellaneous outside storage to be hidden. The expanded store provides for internal storage of A pallets in an expanded receiving area. In additon, the new enlarged compactor, connected to the building, provides over fifty percent more refuse capacity for cardboard. This remodel has been planned to avoid the unsightly external storage referred to above. 18 Bike Rack position This is indicated at the south end of the building fa ade. AS 1 19 Monument Sign to JFK Detail provided on site plan to requirements of City and AS 1 similar to the one already in place on College. 20 Relabel Sheets MBH have relabelled the sheets as requested. 21 Sheet AS 1 improved: C S is cover sheet.
