Collins, Co 80522 Dear Steve: It is my understanding that the Best Buy project, proposed for the property north of Collins Partners property, at the intersection of South College Avenue and Troutman Boulevard, has been submitted for preliminary PUD. I have reviewed the preliminary PUD drawings, and feel that the proposed layout of the Best Buy building does not appropriately tie into the Market Place project. I would like to make the following points: 1. The property to the east of the Best Buy building becomes almost unusable and does not allow a building to be constructed adjacent to the Phar-Mor building, which would bring continuity to these parcels. 2. IF the Best Buy building were to be placed in front of the Phar-Mor building, the front door should be facing to the south. This would create continuity to the sidewalks and the entries to the Phar-Mor building and the Best Buy building. However, the parking would be inadequate for Best Buy. 3. By placing the building as shown, with the front doors facing South College, it gives the effect of two separate projects and greatly affects the visibility of the Phar-Mor building, and does not provide a feel that this is one project. 4. The parking spaces along the common drive should not be allowed, since it was required of us to buffer the drive with landscaping before we were allowed to start the parking area. I believe there is a document on record that shows a thirty- foot access easement, all the way from South College to the sidewalk in front of the Phar-Mor building. The parking spaces shown, encroach into this drive easement. 5. The landscaping seems vastly inferior to what was required at the Market Place. 6. It appears that the truck traffic for the Best Buy building would enter from the north through the Fountainhead project and then exit through the right -in, right -out, using the common access drive. It had been the requirement of the City for the Market Place project to minimize, and eliminate if 118 North Tejon, Suite 402 Colorado Springs, CO 80903 (719) 630-0066 Fax (719) 630-3946 Mr. Steve Olt May 14, 1992 Page -2- possible, all truck traffic in front of the Center, by requiring the construction of the drive lane and loading areas on the east side of the buildings. The traffic patterns created by the Best Buy layout will substantially increase truck traffic in front of Phar-Mor and into and out of the right -in, right -out, which is already experiencing damage to curbs from trucks which should not be using it. 7. The elevations, including materials and finishes, do not ever_ come close to tying into the Phar-Mor building. Additionally, there are no roof screens shown. The sides and rear of the building do not incorporate any similar type awnings, light fixtures, variations in types of block, variations in colors, etc. 8. We went to great lengths to create pedestrian walking areas from South College to the Phar-Mor building. Where is this accomplished on this project? 9. I do not care for the location of the project I.D. sign, since it will create some confusion for the Phar-Mor project. It should be placed much further to the north. 10. They are showing a storm drainage connection into our system. I believe our storm drainage system is a private system, and we will not allow this. If by chance, it is a public system, I would question the ability of our storm drainage system to handle the increased volume, and we would not agree to revising our system in any way, shape or form. Our project was required to have on -site detention, which is not shown on the Best Buy project. But more importantly, we were required to discharge our storm drainage into the ditch behind our Droipct. T riff not hell- re *i+.:jt, Rert Rt�•1: f..an ar-=t_i_i_ this without the appropriate drainage easements, which we are not willing to give, and I doubt seriously that Mr. Peterson, the owner of the property to the east of the Best Buy building, would be willing to give either. My biggest objection is to the location of the building, which eliminates the ability to develop this parcel so that it will look like it is part of the Market Place Center. I realize that this would necessitate purchasing the Peterson parcel. However by doing so, it would make all of the property to the north of the Phar-Mor building easier to plan and design, and provide the proper traffic patterns and connections, building cohesiveness, loading areas, signage, etc. By allowing this to happen, it is going to piece- meal this particular area. How can the Peterson parcel be developed? If buildings on the Peterson parcel face JFK, then when entering Phar-Mor's front doors and looking north, you will be looking at the backs of two buildings.
