Subject: Best Buy PUD traffic study (File: 9227MEM1) Best Buy retail store is proposing to build a store on South College Avenue, north of the Market Place (Phar-Mor Store, etc.) shopping center. The Market Place Site Access Study, April 1989, was used as a reference. The Best Buy PUD will share an existing right-in/right-out access to College Avenue with the Market Place.. Best Buy will also have access via the circulation road through the Market Place to the south and through the Fountainhead to the north. The Best Buy development will provide the opportunity to connect these two circulation roads. It will provide a connection between Boardwalk and Troutman. This circulation road will not attract through trips, since College Avenue is adjacent to these sites on the west and JFK Parkway is adjacent to these sites on the east. Through traffic will utilize these two streets. Noon and afternoon peak hour traffic volumes were collected at the College Avenue access and the Troutman access. These traffic counts are provided in Appendix A. Operation at these accesses is acceptable. Acceptable operation is defined as level of service D or better. Calculation forms are provided in Appendix A also. Since the existing Market Place has only two accesses, city staff requested traffic counts to verify trip generation assumptions used in the previous traffic study. An inventory of the occupied space at the, Market Place showed that approximately 84,000 square feet were being actively used as retail space. A number of store fronts were advertised as available for lease. Table 1 shows various levels of trip generation. Row 1 shows the trip generation of the occupied space using the rates from the Market Square Site Access Study. Row 2 shows the trip generation based upon the peak hour counts obtained in April 1992. Comparing Rows 1 and 2 indicates that the noon peak hour trip generation estimate is within 1 percent of the counted traffic, and the afternoon peak hour trip generation estimate is within 14 percent of the counted traffic.. The trip generation estimate overpredicts the number of trips during the afternoon peak hour. Row 3 shows the Market Place trip generation with full occupancy and Row 4 shows the trip generation of the Best Buy store. The parcel where the Best Buy store is proposed was included in the Market Place Site Access Study as a retail store with an area of 45,000 square feet. The Best Buy store is proposed to be 28,048 square feet. Based upon information gained from observing the current traffic, the generated trips were assigned to the existing accesses. This assignment is shown in Appendix B. The assignment depicts a 1993 future year. Background traffic was factored by 2 percent per year. Operation at the accesses will be acceptable. Calculation forms are included in Appendix B. Background traffic was further_projected to the year 2010. This traffic assignment is provided in Appendix C. All peak hour turning movement volumes were rounded up to the nearest 5 vehicles. Operation will continue to be acceptable. Calculation forms are provided in Appendix C. The Best Buy proposal indicates that the on -site circulation road will pass to the west of the store. This is shown on Page 1 of Appendix D. This is a change from the schematic plans shown in Phase 2 of the Market Place PUD. Page 2 of Appendix D shows the concept plan of the Market Place Shopping Center. Since the circulation road is not intended to carry through traffic between Troutman and Boardwalk, this change will have little effect on traffic. A potential future connection to the "Peterson" lot is shown on the Best Buy PUD site plan. Development on the "Peterson" lot will be oriented toward JFK Parkway. The previous plan showed development on the "Peterson" lot as a continuation of the Market Place. The throat of the right-in/right-out access to College Avenue remains at 200 feet. Since the Market Place was built, a median has been placed on College Avenue. This median eliminates the need, from a traffic engineering perspective, for the channelization island at the right-in/right-out access. However, this island does provide a pedestrian refuge area for crossing the access driveway. If the island is removed, then the pedestrian crossing point should be moved to the east at a narrower part of the access road. This will require changes to the ramp locations. Unless there is a problem with the existing channelization island or a problem develops, it is recommended that it remain as is. If the island remains, new pedestrian ramps should line up with the existing ramps on the island. There is currently a 180 foot deceleration lane to the Fountainhead to the north of the proposed Best Buy PUD. Based upon criteria in the State Highway Access Code, this lane should be 295 feet long, considering the 40 mph posted speed.
