Box 8368 Fort Collins, CO. 80524 PROJECT DESCRIPTION: This is a request for final approval of a standard subdivision for 19 single family lots on 6 acres. The property is located at the northwest corner of West Drake Road and Hampshire Road, directly west of the Drake Crossing neighborhood shopping center. The existing zoning on this property is RP, Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This is a request for 19 single family lots on 6 acres, located at the northwest corner of West Drake Road and Hampshire Road, just west of the Drake Crossing Shopping Center. This is a standard subdivision with lot sizes ranging from 6,609 to 13,968 square feet in size. The property is in the RP, Planned Residential Zoning District. There will be a single point of access into this development on a local street from Hampshire Road. Street trees ,aill be provided in a parkway setting along West Drake Road, between the detached sidewalk and the fence along the rear of Lots 1-10. A condition of preliminary approval concerning the streetscape treatment has been satisfactorily addressed. On -site detention is being provided and will be maintained by the Homeowner's Association. Background• The surrounding zoning and land uses are as follows: N: RP, existing single family residential (Hampshire Square I) S: RP, vacant and existing large lot residential in the City (Kieft Annexation, West Drake Road Annexation) E: BP, existing neighborhood shopping center (Drake Crossing) W: RL, existing single family residential (Brown Farm) This property was annexed into the City with the Brown Farm First Annexation in June, 1971. The First Free Methodist Church received preliminary approval from the Planning and Zoning Board in January, 1983 for a church/commercial P.U.D. on this six acres. This property received preliminary subdivision approval from the Planning and Zoning Board on June 22, 1992 for 18 single family lots on 6 acres. 2. Land Use• This is a request for an 19 lot single family subdivision on 6 acres, located at the northwest corner of West Drake Road and Hampshire Road. All lots meet the minimum 6,000 square foot lot area and 60' width requirements in the RP, Planned Residential Zoning District, ranging in size from 6,609 square feet to 13,968 square feet. The preliminary plat was approved for 18 lots. A 19th lot is being requested because the developer was able to downsize Tract A and still meet on -site detention requirements. A Homeowner's Association will be part of this development. The individual homeowners will pay a fee to retain an outside service to cut the grass and weed the area as necessary. A letter from the developer describing the HOA is attached to the staff memo. 3. Design: This development is on a parcel of ground that is linear (706' x 3351) with a direct east -west orientation. It is designed to comply with the Solar Orientation Ordinance, having all 19 lots, or 100%, meeting the criteria. The entire development will be accessed from one 36' wide cul-de-sac street approximately 580' in length. This street will align with the access drive into the Drake Crossing Shopping Center on the east side of Hampshire Road. An 11,898 Hampshire Square II - Preliminary Subdivision, #31-92 June 22, 1992 P & Z Meeting Page 3 square foot tract of land in the northeast corner of the property will serve as an on -site detention pond. The property is bounded by the Pleasant Valley & Lake Canal to the west. There is an existing unimproved bicycle/pedestrian trail along the east side of the canal, extending north from West Drake Road. The developer is providing a 20' wide utility & trail easement for access to the trail from the end of the cul-de-sac. The south tier of lots (1-10) backs up to an arterial street, West Drake Road, and the Subdivision Code requires that these lots be a minimum of 150' deep. The affected lots meet or exceed this requirement. There is a 20' wide area in the street right-of-way, between the back of curb and the lot lines, that will contain a 7' wide detached sidewalk. The preliminary landscape plan proposed street trees in the 5.5' parkway with a cobblestone mulch underneath and cobblestone in the 7' strip between the sidewalk and fence. The Planning and Zoning Board added a condition to the preliminary subdivision approval stating that "Some additional landscaping be shown at Final on the streetscape, to be in between the trees as the applicant proposed, between the sidewalk and the fence. It should be low maintenance xeriscape material that will become established in two years and break up the canyon effect of the streetscape and wall." The City Forester and Planning Staff think that ornamental trees (at 30' on -center) in the 7' strip between the sidewalk and the fence, and a dryland grass mixture as groundcover underneath will present a better, more easily maintainable streetscape than the rock and shrubs. This type of landscaping will be consistent with existing and proposed landscapes on adjacent properties. The grass will be cut regularly to present a neat appearance. This landscaping will be installed by the developer and maintained by the Hampshire Court Homeowner's Association. A solid wood fence, 6' in height with brick columns spaced at 100, on -center, will extend the entire length of the development along West Drake Road. The developer will install this fence. On -going maintenance will be the responsibility of the individual lot owners. 4. Storm Drainage: Tract A, an on -site drainage facility, was approved for 18,506 square feet with the preliminary subdivision plat. The developer has been able to downsize this tract due to decreased on -site detention requirements. Tract A is 11,898 square feet in size on the final plat. A 19th lot, 6609 square feet in size, is being platted in place of a portion of the previously approved detention pond. Tract A will be maintained by the Hampshire Court Homeowner's Association. The homeowners will pay a fee to retain an outside service to cut the grass, as well as weed the area as necessary. Other projects that we have set up in a similar manner include Hampshire Square, The Village at Four Seasons and the Village at the Enclave.
