Also, does the entire ramp and truncated domes need to be removed as shown on Wagon Trail? If so, the proposed plans need to show it being reinstalled. JVA Response: The demolition plan (Sheet C0.5) has been updated to include the limits of street cuts for the utility installations within public right-of-way. The demolition plan has also been updated to show leaving the existing ramp and truncated domes. Comment Number: 5 Comment Originated: 02/07/2020 02/07/2020: FOR APPROVAL Please show information, text, callouts, etc. when it is pertinent to that specific plan sheet. For example, I think removing the raptor buffer hatching should not be shown on the grading and drainage plan. Also, there are numerous utility callouts that don't need to be on the grading and drainage plan. The horizontal control plan should probably not have the utility or landscaping information shown on it. In addition, please make sure that all text and callouts that are shown on plans is dark enough/heavy enough pen width so that they are clearly visible and legible. Also, try to locate text so that it is not overlapping other text or linework that obstructs it (see redlines). JVA Response: Utility Plans have been cleaned up to not show irrelevant information per sheet. Text has been relocated to prevent any overlapping linework and text. Please make sure your utility plans are consistent with the site plan and show and call out all improvements consistently. Alignments are similar to easements and are processed/dedicated through the City Real Estate Services department. PP&D Response: We have discussed this with Kerri Allison from Real Estate and an alignment will be implemented as the plat is closer to final completion. Please show an exhibit that includes this parking, including details (signs and markings) on needed handicapped parking space(s). JVA Response: Additional survey was conducted to include the new striping for parking. Parking will be utilized in the restriped Greenfield Drive with added ADA parking area. All Utility Plan sheets have been updated to show this information. Please be cautious about trees in close proximity to intersections due to sight distance. Especially Greenfields / Yule Trail (sheet 3.0 on Civil plans) PP&D Response: Comment addressed. The plans have been coordinated and proposed trees have been relocated or removed for site distances. The erosion control requirements are located in the Stormwater Design Criteria in Chapter 2 Section 6.0 a copy of the requirements can be found at www.fcgov.com/erosion These Erosion Control Materials should be submitted at about 80% final construction plans and should allow about a month lead time to submit the materials get an adequate review of the materials, of note these reviews can take one or two iterations to ensure that the Erosion Control Materials on this project meet the City Criteria. To prevent delays please plan accordingly as projects are not allowed to go to construction until erosion control materials meet the City Criteria. FOR FINAL APPROVAL: Please submit an Erosion Control Plans to meet City Criteria. FOR FINAL APPROVAL: Please submit an Erosion Control Report to meet City Criteria. FOR INFORMATION ONLY: 4 Based upon the area of disturbance, State permits for stormwater will be required since the site is over an acre and should be pulled before construction activities begin. FOR FINAL APPROVAL: The SWMP Report seems to be using the 2011 standards please make sure to follow the 2019 ESC standards as in the City's Stormwater criteria and include all relevant sections. A Final Erosion Control Report will be needed prior to approval of the BDR, which in this case will be equivalent to an FDP level review. There is also single-phase power on the western side of Wagon Trail Road, but this would require crossing Wagon Trail Road to service the site. Transformers must be placed within 10 ft of a drivable surface for installation and maintenance purposes. The transformer must also have a front clearance of 10 ft and side/rear clearance of 3 ft minimum. When located close to a building, please provide required separation from building openings as defined in Figures ESS4 - ESS7 within the Electric Service Standards. Please show proposed transformer location on the Utility Plans. Proposals to remove significant existing trees must provide a justification letter detailing the reason for tree removal. This is required for all development projects proposing significant tree removal regardless of the scale of the project. The purpose of this letter is to provide a document of record with the project’s approval and for the City to maintain a record of all proposed significant tree removals and justifications. Existing significant trees within the project’s Limits of Disturbance (LOD) and within natural area buffer zones shall be preserved to the extent reasonably feasible. Streets, buildings and lot layouts shall be designed to minimize the disturbance to significant existing trees. (Extent reasonably feasible shall mean that, under the circumstances, reasonable efforts have been undertaken to comply with the regulation, that the costs of compliance clearly outweigh the potential benefits to the public or would unreasonably burden the proposed project, and reasonable steps have been undertaken to minimize any potential harm or adverse impacts resulting from noncompliance with the regulation.) Forestry has some concerns about building the decks around the trunks of two of the existing trees. It will be worthwhile to take another look at the specific trees around which the decks are proposed and determine how much pruning may be required to accommodate the decks. After laying out the “Pine Walk” in the field and doing a field review with Forestry staff on 2/27, the walk was shifted 8’ total north of it’s current location to be completely outside all critical zones and mostly outside or the tree canopies to avoid major pruning.
