HomeMy WebLinkAboutHILL POND EAST SUBDIVISION PRELIMINARY - 35 92 - CORRESPONDENCE - SUPPLEMENTAL INFORMATIONPROSPECT -SHIELDS NEIGHBORHOOD ASSOCIATION April 1985 CITIZENS LIVING IN THE PROSPECT -SHIELDS NEIGHBORHOOD HAVE A VITAL STAKE IN THE FUTURE OF THEIR NEIGHBORHOOD. CONCERTED CITIZEN ACTION, IN COOPERATION WITH THE CITY OF FORT COLLINS, COLORADO STATE UNIVERSITY, AND PRIVATE DEVELOPERS, IS NECESSARY TO ASSURE THAT DEVELOPMENT AND ANTICIPATED CHANGES WILL BE HARMONIOUS WITH EXISTING AND FUTURE USES OF THE NEIGHBORHOOD. AS NOW DEFINED, BUT SUBJECT TO REVISION, THE NEIGHBORHOOD ENCOMPASSES AN AREA OF ONE SQUARE MILE, CENTERED AT THE INTERSECTION OF PROSPECT ROAD AND SHIELDS STREET. THE FOLLOWING STATEMENT OF PURPOSE IS PROPOSED AS A FIRST STEP IN FORMALIZING THE ASSOCIATION AS A PERMANENT ORGANIZATION TO REPRESENT NEIGHBORHOOD CONCERNS. THE DRAFT OF A STATEMENT OF PURPOSE PRESENTED HERE IS INTENDED AS A BASIS FOR DISCUSSION OR REVISION TO PROVIDE A FOUNDATION FOR A FORMALLY DEVELOPED CHARTER THAT WILL GUIDE THE ASSOCIATION'S ACTIVITIES. STATEMENT OF PURPOSE THE PURPOSE OF THE PROSPECT -SHIELDS NEIGHBORHOOD ASSOCIATION OF FORT COLLINS IS TO PROVIDE A MORE EFFECTIVE WAY TO FOCUS ATTENTION ON VITAL NEIGHBORHOOD ISSUES AND COMMUNICATE CITIZENS' CONCERNS TO APPROPRIATE PUBLIC AND PRIVATE DECISION -MAKERS. MORE SPECIFICALLY, THE ASSOCIATION WILL: (1) GATHER, EVALUATE, AND PUBLICIZE RELEVANT INFORMATION; (2) ANALYZE LEGAL, POLITICAL, SOCIAL, AND ECONOMIC IMPLICATIONS OF PROPOSED DEVELOPMENTS, CHANGES, AND TRENDS; AND (3) ORGANIZE INFORMED CITIZENS IN SUPPORT OF OR OPPOSITION T09 PROPOSED CHANGES. IT WILL ALSO CREATE THE NECESSARY MEANS TO OBTAIN FINANCIAL SUPPORT, PROFESSIONAL ASSISTANCE, AND POLITICAL ACTION ON MATTERS IDENTIFIED AS MUTUAL NEIGHBORHOOD CONCERNS. FURTHER, THE ASSOCIATION WILL PROMOTE AND JOINTLY FORMULATE A COMPRE- HENSIVE NEIGHBORHOOD PLAN THAT THE CITY GOVERNMENT WILL ACCEPT AND FACILITATE. OF PRIMARY IMPORTANCE, THE ASSOCIATION WILL PROMOTE A SENSE OF NEIGHBORHOOD IDENTITY AND COMMUNITY, STRIVING TO OVERCOME IN SOME MEASURE, THE IMPERSONALITY THAT INEVITABLY ACCOMPANIES URBAN GROWTH AND CHANGES. PROSPECT/SHIELDS NEIGHBORHOOD ASSOCIATION (PSNA) 1000 West Prospect Road Fort Collins, CO 80522-1926 The PROSPECT/SHIELDS NEIGHBORHOOD ASSOCIATION boundaries are 1 square mile, more or less, centered at the intersection of Prospect Road and Shields Street. The neighborhood can be characterized as follows: THE NORTHWEST QUARTER of our neighborhood consists predominantly of owner -occupied homes, mixed with rental homes, and includes Colorado State University, very high density dormitories and married student housing (Aggie Village North), 1 sorority house and 1 fraternity house, 3 high density apartment complexes, 1 elementary school, 2 churches and medical offices on Shields Street. THE SOUTHEAST OUARTER of our neighborhood consists Of predominantly owner -occupied long term residents of the Sheely and Spring Valley Subdivisions (Hillpond, Sundering and Wallenberg), married student housing (Aggie Village South), 1 high density apartment complex and developments on the Centre for Advanced Technology (proposed, approved, under construction and already built. THE SOUTHWEST QUARTER of our neighborhood consists of the owner - occupied Village West and Foothills Greens Subdivisions and includes the numerous medium and high density developments (built or approved) along Spring Creek, Shields Street, Prospect Street, the Medical Complex, Spring Creek Neighborhood Shopping Center, Rolland Moore Park and the future Fort Collins Senior Center. THE NORTHWEST OUARTER of our neighborhood consists of the owner - occupied homes, mixed with rental homes in the Fairview, Maxfield, and Western Heights Subdivisions, and includes the high density developments on City Park Avenue, 1 church and 1 elementary school. The northern edge of this quarter of our neighborhood includes the shops and businesses along Elizabeth Street. PSNA is presently carrying a high density population load and a high intensity base and peak traffic load as evidenced by the traffic counts, the disrepair of the streets in the neighborhood, peak traffic and on -street parking load during the University sessions and the high level of human activity. PSNA is a Colorado not -for -profit corporation. While some form of neighborhood organization has existed in the Prospect -Shields area since the late Seventies, the Association has been formally chartered and incorporated since 1985. The purpose of the Association is to provide the neighborhood information on issues of concern, communicate members' views to decision -makers, and promote a sense of neighborhood identity and community. Membership in the Association consists of all residents of the area who express interest in neighborhood affairs and all interested absentee property owners. Strong efforts are made by the PSNA Board to keep members informed of neighborhood concerns. Participation by all residents in analyzing situations and formulating positions is strongly encouraged and realized, as evidenced by good attendance at neighborhood meetings and response to written questionnaires. Emphasis is on "grass roots" involvement rather than executive determination by the Association's Board. PSNA has no formal financial structure, i.e., there are no dues. Its modest expenses are covered out-of-pocket by members of the Board and from irregular voluntary contributions from members.
