The following comments are offered: 1. Please indicate on the Preliminary Plat the approximate phase line for the First Filing, and which lots can be served by a single point of access. 2. Temporary turn-arounds will be required at all points where the streets dead-end. The location of these turn-arounds will depend on location of the Phase One line. These turn- arounds must meet the minimum turning radii and all weather surface required by the Poudre Fire Authority. If these turn-arounds are located off -site, then easements must be obtained from the adjacent property owner. Turn-arounds will be required before building will be allowed on Lots one through four and Lots 91 - 100, and could be indicated by ghosted or dashed lines on the Preliminary. 3. The Stormwater Utility has given a deadline of June 29, 1992 for a Preliminary Drainage Report and Drainage and Grading Plan. Please contact Glen Schlueter for details. 4. All drainage should be piped under the trail. There should be no drainage impact on the trail system. 5. Please indicate eight foot wide utility easements adjoining the street right-of-way on both sides of all streets. 6. Rear lot easements are required for U.S.West and Columbine Cablevision. These rear yard easements should be six feet in width. 7. The City Forester is concerned about the potential disturbance to the existing trees during overlot grading and construction. It is suggested that the developer meet with the City Forester, Tim Buchanan, on the site to evaluate the trees and suggest methods of preservation during construction. 281 North Coueje Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-67 0 8. The plan should indicate clearly that the wetlands are to be preserved intact, without disturbance. 9. Tract C should feature a concrete path to connect to trail. This path should be eight feet wide. Please coordinate with Craig Foreman, Parks and Recreation, on details for connecting to the Spring Creek Trail. 10. Staff is concerned with the relationship of Lots 4 - 25 with Spring Creek and the Spring Creek Trail. The Department of Natural Resources has identified this area of Spring Creek as being an area of High and Moderate Concern: In addition, Parks and Recreation is concerned about the proximity of the rear yard fences and the Trail. As mentioned at Conceptual"Review,-Land Use Policies #91, and #92 do not appear to be satisfied by the proposed layout of lots. In addition, a major concern of the neighborhood information meeting of May 28, 1992 was the relationship of the rear yards to the trail. In general, the character of the relationship between the rear yards and the trail is rather abrupt and insensitive. Are there any plans to restrict fences or fence heights in this area? Will each rear yard have a gate? It appears as if the Lots 4 - 25 turn their back onto the major land form and recreational amenity in entire area. The proposed layout creates a barrier rather than an amenity to take advantage of open space and pathways. Why is the subdivision design in such disregard to the natural character of the site? Can the layout be more imaginative and creative? 11. What is the disposition of Tract A? Please indicate. 12. Comments from the City of Fort Collins Transportation Department will be forwarded under separate cover. This concludes Staff comments at this time. Please note the following deadlines for the July 27, 1992 Planning and Zoning Board hearing: _ Plan revisions are due July 2, 1992 P.M.T.'s, renderings, 10 prints are due July 20, 1992.
