PROJECT DESCRIPTION:
Request for 20,019 square feet of additions to Bauder Elementary
School. The proposed additions are for gymnasium and Kindergarten
space, boiler room and additions to the southeast and southwest
wings. The site is located at 2345 W. Prospect Road. The zoning
is R-L, Low Density Residential.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The new additions to Bauder Elementary include additional space for
Kindergarten and gymnasium purposes, boiler room and additions to
the southeast and southwest wings. The school use and proposed
expansion are permitted under the current zoning. A curb cut
relocation on Prospect Road is proposed, with the bus loop
expansion. The project is considered compatible with the
surrounding residential area.

1. Background•

The surrounding zoning and land uses are as follows:
N: R-L; existing single family homes (Fuqua Arbogast Subdivision)
S: r-p; existing single family homes (Fairbrooke 3rd Subdivision)
E: R-1; undeveloped
W: r-p; existing farmhouse (Brown Farm)
2. City's Right to Advisory Review:
The City's right to conduct an advisory review of school facilities
can be found in two sections of the Colorado Revised Statutes:
A. Section 22-32-124, C.R.S., as amended, addresses the right of
the School District to construct schools within a municipality
and the location or manner of construction of such schools.
The statute specifically limits the municipalities'
participation in the process to a limited right of review and
appeal to the Board of Education.
In addition, Section 22-32-124, C.R.S., calls for the Planning
and Zoning Board to review and comment upon the site
development plan for the proposed school site and, if it
desires, "...request a public hearing before the Board of
Education relating to the proposed site location or site
development plan" prior to any construction of structures or
buildings. Also, the Planning and Zoning Board may review the
details of the site development plan itself.
B. Section 31-23-209, C.R.S., provides that no public building
shall be constructed or authorized in a city until the "...
location, character, and extent thereof" has been submitted
for approval by the Planning and Zoning Board. In the case of
disapproval, the Planning and Zoning Board shall communicate
its findings to the School District. The disapproval of the
Planning and Zoning Board may be overruled by the School Board
by a vote of not less than two-thirds of its membership.
Under Section 31-23-209, C.R.S., the Planning and Zoning Board
should make a finding as to the location, character, and
extent of the public building and structures relative to the
adopted Master Plan of the City. Such findings help ensure

that the proposed site and structures conform to the adopted
plan of the community.
3. Land Use•
Public schools are a permitted land use in the R-L, Low Density
Residential Zoning District. Elementary schools, in particular,
are considered compatible with residential areas since they reduce
the need for bussing, provide recreation and open space and act as
a focal point for a neighborhood.
4. Desian•
The proposed additions total 20,019 square feet. The existing
school is approximately 43,000 square feet in size. The additions
include kindergarten classrooms (8,400 square feet) at the
northwest corner of the school, a gymnasium addition (5,735 square
feet) on the east side of the building, a 424 square foot boiler
room on the west side and 2,730 square foot additions to both the
southeast and southwest wings of the building. The additions will
necessitate the relocation of existing play structures and benches
on the site, as well as construction of a new volley ball court
east of the gymnasium addition. The existing bike paths will not
be affected by the proposed additions.
All exterior materials of the additions will match the existing
building, including brick and composition shingles. The gymnasium
is proposed as a two-story element, to match the existing two-story
portion of the building. All other additions are one story in
height.
Additional plant materials are proposed along the north side of the
Kindergarten addition. These materials consist of six coniferous
trees, to provide visual interest, as well as a wind buffer for the
north side of the building. The addition of coniferous plant
material will complement the existing deciduous trees along the
Prospect Road frontage.
Twenty additional parking spaces (including 2 handicapped stalls)
are proposed along the southern edge of the existing parking area.
5. Neighborhood Compatibility:
All additions are taking place on school property. The addition to
the northwest corner of the building, for Kindergarten classrooms,
is the largest (8,400 square feet), expanding the building a

maximum of 90' to the west. The addition on the east side of the
building, for a gymnasium addition, expands the building by
approximately 60' from the edge of the existing building. The two
additions on the south side of the school propose to extend the
southern edge of the school by approximately 301. Because the
proposed additions appear to have no impacts on the adjacent
property owners, no neighborhood meeting was required.
6. Transportation:
There are three curb cuts on Prospect Road: two for the current
bus loop and one for the parking lot to the east. The western most
curb cut on Prospect is proposed to be shifted to the west to line
up with Fuqua Drive to the north. This curb cut shift would
provide for a longer bus loop, bringing buses into the site at the
western edge and exiting at the middle curb cut. This proposed
change facilitates improved access to and from the site and reduces
the potential conflicts at the western curb cut, by shifting it to
align with Fuqua Drive. Relocation of the existing sandbox would
be necessary with this curb cut shift.
RECOMMENDATION
Staff finds that the request conforms to the adopted plans and
policies of the City. Therefore, staff recommends that the
Planning and Zoning Board advise the Poudre R-1 School Board that
the design, location and character of the Bauder Elementary School
Additions/Remodel, #36-92, is appropriate.
