The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Box 380 • Fort Collins, CO 80522-0580 • (303) 221-6;;0 Y I CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: April 6, 1992 ITEM: Bauder Elementary School Expansion APPLICANT: Ed Holder, Poudre R-1 School District, Facilities Services Department, c/o George Brelig, Robb, Brenner, and Brelig Architects,• P.O. Box 251, Fort Collins, CO. 80522. LAND USE DATA: Request to add classrooms, flex space, teacher work areas, and parking and drive modifications to Bauder Elementary School, 2345 West Prospect Road. COMMENTS: 1. The expansion may require modifications to. the electrical system. Any changes in the anticipated electrical load should be prepared by an electrical contractor and submitted to the Light and Power Department on a Commercial One form. If the trans former needs to be upgraded, the expense will be charged to the School District. Special precautions should be taken to screen the transformer from the students. For further - information on electrical issues, please call Alan Rutz, 221- 6700. 2. Presently, a two inch diameter water main serves the school. If this service is considered inadequate and needs upgrading, then the it must be abandoned back to the main. The fees associated with anew water tap will be reduced by the amount of the two inch tap that is being abandon. If you have any questions regarding water and sewer services, please call Mark Taylor, 221-6681. 3. The Poudre Fire Authority is concerned about a driveable surface around the building. This could be gravel or asphalt. Fences with gates are allowed as long as the details are coordinated with Poudre Fire Authority. 4. The P.F.A. is also concerned about adequate water supply. The hydrant if front of the school is presently on a dead-end, it is not looped. This may cause a lack of minimum required fire flow of 1,000 gallons per minute. Poudre Fire Authority is available to conduct a fire flow test to gauge compliance with water supply requirements. 5. P.F.A. advises that the District adhere to the life safety code requirements as much as possible. Classrooms that do not have individual outside exits must be served by "rated corridors" and be equipped with the proper alarms, smoke detectors, and sprinkler systems. r 6. Please be sure that contractors are aware of building exit requirements during construction. An exit plan is recommended to be reviewed by P.F.A. and passed along to the contractor. If you have any questions about fire access, water supply, or other life safety issues, please contact Warren Jones, 221- 6570. 7. The site drains to the east. Future Prospect Road improvements call for a storm sewer that you will be allowed to drain into to replace the borrow ditch on the east. 8. Onsite detention will be required. If you do not want to design for onsite detention, then it must be demonstrated that there is adequate capacity in the Fairbrooke detention pond. Also, it must be proven that the conveyance channels from the school to the pond are adequate and secured by the necessary easements. 9. A Drainage Report, Drainage and Grading Plan, and Erosion Control Plan will be required., Please be sure .to indicate what improvements are proposed versus what is existing. For further information, please contact Susan Hayes, 221-6589. 10. The property is located in the Canal Importation Basin. The Storm Drainage Fees are $5,590 per acre. 11. The Transportation Department is concerned about pedestrian traffic to school during the construction phase. Please be sure to provide a safe route to school for pedestrians that does not conflict with construction activity. If you have any questions'on transportation issues, please call Rita Davis, 221-6608. - 12. Prospect Road is classified as an arterial street on the City's Master Street Plan. Poudre R-1 will be obligated to construct the "local street portion" of the arterial for the linear frontage along Prospect. This improvement does not necessarily have to be constructed with the Bauder expansion project but will likely be coordinated by the City at a future date when funding becomes available. At the time the project is funded by the City, the District's obligation will solicited, along with the other property owners abutting the project. The project is already designed and plans are available for your inspection. If you have any questions regarding improvements to Prospect Road, please call Mike Herzig, 221-6750. 13. Please contact Matt Baker, Engineering Department, 221-6605 regarding the applicability and the amount of the Street Oversizing Fee. 14. If it is determined that new water and sewer services are needed, then a utility plan sheet should accompany the Drainage and Grading Plans. N 15. The Parks and Recreation Department has coordinated with the School District to use Bauder play area for youth soccer. will irrigation and turf upgrades be a part of the expansion? 16. Parks and Rec would like to recommend that the expansion include providing the necessary plumbing stubs to an outside wall for future construction of a restroom facility that would feature outside access. This restroom would serve the play area and youth soccer events. This additional plumbing could be capped until needed as was done at Linton, McGraw, and Boltz. 17. The project will be processed and reviewed by the Planning and Zoning Board as an "Advisory Review". This process requires a site plan to evaluate the location, character and extent of the proposal. Utility plans can be submitted and reviewed concurrently. As with other schools, construction should not begin until utility plans are signed -off by the City for final approval. The deadline for the June 22, 1992 P & Z meeting is May 4, 1992..
