Dear Resident:
On Wednesday, January 20, at 7:00 p.m., at Barton Elementary School (703 E. Prospect Road)',
the staff of the Planning Department will hold a neighborhood information meeting to discuss
a development proposal in your neighborhood. The applicants will be in attendance to answer
questions that you might have.
The proposal is for a mixed used development on approximately 0.50 acres, located at 921 East
Prospect Road (see attached map). The applicant is requesting permission to operate a machine
and mechanic shop to repair boat motors and engines in an existing 2000 s.f. building on the
Keulen property. No external changes will be made to the site. There is an existing residence
on the property. The business, Marine Sports West and Harris Machine, is owned by Bruce
Evans and Ron Brown, who rent the existing shop building from Mr. Keulen. Mr. Evans and
Mr. Brown are the sole employees. Business is by appointment only.
Mr. Keulen operated a machine shop with 11 employees out of the existing building for over
twenty years. In 1990, the Planning and Zoning Board approved a project, known as Altair
PUD, to allow a wholesale/retail business to operate out of the shop building.
In November of 1992 the Planning and Zoning Board approved this project allowing testing of
fishing motors in a small, covered water tank located south of the shop building. The approval
was appealed to City Council and overturned on the basis of outside testing of engines and
repair work. The applicants now propose no outside testing of engines and no outside repairs.
The A -frame structure will not be used for the business.
The site is zoned R-P, Planned Residential, and would therefore be reviewed as a Planned Unit
Development (PUD) according to the Fort Collins Land Development Guidance System.
The list of affected property owners being notified for this neighborhood meeting is derived
from official records at the Larimer County Assessor's Office. Because of the lag time between
property sales and record keeping, or because of rental situations, a few affected property
owners and residences may have been missed. Please feel free to notify your neighbors of this
pending meeting so that all neighbors may have the opportunity to attend. If you have
