Date: November 22, 2019 Subject: Ecological Support for the Rennat Development Cedar Creek Associates, Inc. (Cedar Creek) proposes to provide ecological support to the Rennat Development by developing a Wetland Mitigation Monitoring Plan and a Restoration Plan, composed of a Natural Habitat Buffer Zone (NHBZ) Monitoring Plan and Weed Management Plan, in accordance with City of Fort Collins (City) Land Use Code (LUC) Section 3.4.1, federal regulatory bodies (i.e., US Army Corps of Engineers), and specific concerns of City Environmental Planners. Tasks necessary to accomplish this goal, as well as a cost estimate, are detailed below. Task 1: Site Reconnaissance, Desktop Review, Plan Development, and Field Setup Approach: A brief amount of time will be spent on site reconnaissance and desktop review of existing information in order to become familiar the ecological characteristics of the site – current vegetative expression, noxious weed presence and distribution, edaphic conditions, topography, and hydrological setting. The required plans will then be drafted with close coordination with City Environmental Planners, the developer, and other appropriate entities. Following approval of the plans, four to eight co-located groundwater monitoring wells and vegetation cover plots will be established on site prior to the 2020 growing season. Deliverable(s): Wetland Mitigation Monitoring Plan, Restoration Plan (composed of a NHBZ Monitoring and Weed Management Plan). Task 2: Annual Monitoring and Reporting Approach: Pre-Construction baseline conditions of groundwater and vegetative characteristics (cover and composition) will be assessed during the growing season (April 1 to October 1) of 2020 and compiled in an Annual Report. Groundwater will be monitored twice a month and vegetative characteristics will be monitored once a month. Annual monitoring will be performed in an identical manner for three years Post-Construction. Soils on the wetland margin will be evaluated for hydric indicators during the final year of Post-Construction monitoring. Evaluation of effects to the wetland will be analyzed after the three years of Post-Construction monitoring, and recommendations will be provided for maintenance of the existing wetland. ESTIMATED CHARGES - Rennat Wetland Mitigation Monitoring Plan Upon preliminary review, Cedar Creek suggests that the following components may be necessary to address in accordance with city guidelines, final determination of tasks will be made in coordination with city staff. ESTIMATE OF SERVICES - Field Work & Reporting (All Estimates are Hourly-Not-to-Exceed) KEY PERSONNEL Scott Benton, MSc. – Wildlife Biologist / Range Ecologist Scott Benton is a Wildlife/Range Ecologist who started his professional career in 2006. His experience ranges from wildlife, vegetation, and sensitive species surveys for baseline studies to wetland delineations to biodiversity inventories to assist in protected area establishment. More specifically, Scott has conducted songbird, raptor, small mammal, herpetological, and bat habitat surveys in the wildlife arena, forest inventories, wetland delineations and Waters of the US determinations, and vegetation sampling for habitat analysis, restoration projects, and reclamation evaluation. His varied work experience has carried Mr. Benton across the Western US, the Midwest, the Mid-Atlantic, all the way to the Cape Verde Islands (West Africa). His experience applying robust statistical methods, technical writing abilities, and regulatory understanding assists in a complete and defensible product from inception to completion. He received a Bachelor's degree in Biology from Harding University (Arkansas) and a Master's degree in Natural Resources from the University of Wisconsin - Stevens Point.
