Dear Dan,
Staff has reviewed your submittal of the Elm ridge Ranch P.U.D.,
Preliminary and Final, and would like to offer the following
comments:
1. The township shown on the Plat, Site and Landscape Plan is
incorrect. The correct township designation is T 8 N, not T 7
N. This should be changed in the legal description on both the
Site Plan and the Plat, and in the title on the Plat.
2. New buildings added to this site in the future will have to
comply with all building and fire code requirements at time of
construction. Water supply and emergency access may be a
problem for any new buildings.
3. The note under the Planning Objectives on the Site .and
Landscape Plan referencing the preservation of existing trees
should be more specific. What is meant by "existing
vegetation, such as elm trees and tall grasses, will be
preserved in their natural state where possible"?
4. This property is in the RP, Planned Residential Zoning
District, not the RLP district. The Proposed Zoning note under
Site Data on the Site and Landscape Plan should be omitted.
The zoning on this property will remain the same and the
P.U.D. will simply superimpose and legalize this use on the
property, if approved by the Planning and Zoning Board. This
will become an approved P.U.D., not a home occupation.
5. The proposed Northeast Area Transportation Plan, not yet
adopted by the City, shows an extensive bicycle system planned
throughout this area. It is being recommended that this
property owner show an access easement along the southern edge
of the property, adjacent to the Larimer & Weld Canal, for a
future bikeway. This easement could occur in the canal right-
of-way if physically possible and the Canal Company approves
it.

6. Water and sanitary sewer services will be provided by other
utility companies, not the City of Fort Collins.
7. As per City ordinance, no future building permits on this
property can be issued until the existing overhead electric
line (owned by the Poudre Valley REA) is undergrounded. This
only applies to the lower voltage line, of the two existing,
along the west side of the property.
8. The City cannot require dedication of street right-of-way for
the proposed Redwood Street extension at this time since the
proposed use is not generating development impacts sufficient
to ask for dedication.
9. The existing gravel access drive into this property is
contained within. both dedicated street right-of-way
(Ridgecrest Drive) and an access & utility easement in
Pheasant Ridge Estates. The Plat and the Site and Landscape
Plan should show this status. Please refer to the Pheasant
Ridge Estates plat for the information that should be
included.
10. Parkland fees of $625/dwelling unit for any new residential
unit will apply and be collected at the time of issuance of
building permits.
11. A copy of the comments from the City Stormwater Utility is
attached to this letter.
12. The Site Plan should identify the existing land use south of
the Larimer & Weld Canal. The property to the east is Pheasant
Ridge Estates and the zoning is RP. The property to the north
(Juday/Rempfer) is in the County, with a county zoning
designation. These changes should be made to the Site Plan.
13. The buildings on the Site and Landscape Plan should be labeled
as "existing" or "new". How much of the compacted gravel road
base is in place and how much is new?
14. No off -site street improvements to Spaulding Lane are being
required with this request.
15. A letter identifying the anticipated vehicular use of this
site should be submitted for review by the City Transportation
Division. This will fulfill the traffic study requirement.
This completes the .review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on the agenda for the November 16, 1992 Planning and Zoning Board
hearing:

Plan revisions are due October 28, 1992 by 12:00 noon. Please
contact me for the number of revisions required for each document.
PMT's, renderings, and 8 copies of final revisions (for the
Planning and Zoning Board packets) are due November 9, 1992.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due November 12, 1992 by
12:00 noon.
