Collins, Colorado Dear Kirsten, The following represents our response to several comments provided in your letter of April 27, 1994. Generally, this response is relative to engineering related items and supplements the response letter provided by Jim Sell Design. Item 6. The plat has been revised to provido 9' utility easements adjacent to public streets and 13' wide utility easements adjacent to private drives. The Utility plans have also been revised to reflect these easement widths. Item 7. We acknowledge that coordination with Public Service utilities and street tree locations is required. This will be provided. Item 8. The water and sewer lines requiring coordination with electric facilities are actually the lot line services represented on the plans. The City has an agreement with the water and sanitation. district whereby services require relocation if there is a conflict with ligghht and power facility locations; facilities such as electric vaults, street lights, etc. Light and Power has not yet completed an electric design and provided it to us. Water and sewer services will be adjusted if necessary, when we receive the electric facility design from Light and Power. Item 9. We have noted the comments from the water and sanitation district and have made appropriate revisions to the plans. Item 10. We have rioted the comments from trapping and have made the appropriate revisions to the plat. Item 11. We will provide inflow curb for the easternmost median island since we provide inflow curb for a portion of the island anyway due to the street transitioning creating a street cross slope at Shields Street from south to north. 4836 S. Collins, Colorado Item 11. - (continued) We prefer to utilize outfall curb on the other median islands in order to minimize unwarranted inlet and storm sewer requirements which would be required for interception of irrigation runoff. Landscape design in these islands will be re -analyzed to utilize lower water usage plantings and drip irrigation. Item 12. We have the same concerns as Engineering concerning the perched wuter table potential. Subdrains have been designed and clearly delineated on the utility plans on all sewer line. plan and profiles. The sewer service detail also represents an underdrain service for each lot. This has always been an issue of concern and has been discussed in all time (3) soils reports which have been prepared for this site. An updated geotechnical investigation report has been prepared for this site by Empire Laboratories, Inc. and is titled "Geotechnical Engineering report; Fossil Creek Estates Phase P; E.L.I. Project No. 20945036; report dated March 24, 1994. This was submitted to you on March 31, 1994. The following geotechnical reports have also been prepared in association with this site. * "Preliminary Geotechnical Engineering Report; Fossil Ceoek Estates"; E-I-1 Project No. 20935229; report dared September 21, 1993. A copy of the report was submitted to your department during Preliminary for Fossil Creek Estates. * "Report of a preliminary Geotechnical Investigation for 10-Aare Tract"; E.L.I. Project No. 9463-92, report dated August 28, 1992. A copy of the report has also been submitted to your department when the project was known as Aspen Ridge P.U.D. We are fully aware of the expansive nature of the soils, potentially adverse groundwater conditions, and the need for engineered foundation and dewatering systems. These Veotechnical items were determined in the original phase 1 geotechnical investigation report the eastern 10 acres. Further reports provide specific recommendations which have been implemented in the site design and incorporated with the Utility Plans. Item 13. We are uncertain as to the information which would be identified in a hydrologic study that lms not already been addressed in the geotechnical investigation reports. Item 14. The updated geotechnical investigation report which has been prepared for this site by Empire Laboratories, Inc. and titled "Geotechnical Engineering report; Fossil Greek Estates Phase I" presents pavement design alternatives for all street conditions. We have revised the Utility Plans to indicate the concrete depth recommendation for residential streets for use with the private drives. This is a 6" depth according to the pavement design summary table presented on page 12 of the geotechnical investigation report. This will be prepared to meet the recommendations of the traffic report. Item 16. Some of the Fossil Creek Drive alignment Issue may be addressed with the striping plan for Shields Street. We will further discuss this issue with Engineering. We are currently in the process of preparing Right -of --Way and easement dedication descriptions for the property to the north We appreciate Engineering's assistance in processing these dedications. Item 25. We received comments from the Storm Water Utility just this Monday, May 2. 1994. We have not yet had a chance to complete our response of these comments, but we are in the process. We have contacted Mr. Terry McKee of the U.S. Army Corps of Engineers in order to set up. a site visit for a site determination of 404 permit requirements. Based on past experience, we feel this site will be categorized within the Nationwide 404 permit category. We will provide you with a copy of a letter from Mr. McKee when it is available.
