City Staff has reviewed your submittal for Fossil Creek Estates PUD
First Filing Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. Telephone facilities generally occupy rear lot utility
easements, which must be located on terrain which permits
trenching operations.
3. The developer is responsible for provision of all trench,
street crossings, and ditch crossings for telephone facilities
within the project, and the developer pays up front
construction costs for facilities within the development.
4. Any relocation of existing telephone facilities required.by
these plans will be paid for by the developer.
5. A 15' by 30' easement for three large telephone equipment
cabinets would be required in the general vicinity of the
north side of the development, possibly in Tract B or Tract A.
US West recommends that Tracts be described as utility
easements for flexibility in layout of utilities. Planning
cautions you about this because any encroachment in a Tract
would require a vacation of a utility easement. Planning
urges you to work with US West to locate specific utility
easements for installation of these utilities.
6. Front lot utility easements adjoining public streets need to
be 9' wide rather than 81. Front lot utility easements
adjoining private drives need to be 13' wide rather than 81.
7. Planting of street trees in Tract A needs to be coordinated
closely with Public Service so that no trees are closer than
4' to any natural gas line.

8. Water lines and sewer lines are shown on the lot lines and
will need to be coordinated with location of Light and Power
facilities.
9. Please see attached letter from Terry Farrill regarding water
and sewer district's comments.
10. Please see comments on the plat from the City Mapping
Division. Also note that the plat will be approved by the
Planning and Zoning Board, signed by the Secretary of the
Planning and Zoning Board, not the Planning Director. The
City Clerk does not sign plats approved by the Board. The
plat's location map should include the Fossil Creek Estates
Annexation area as well.
11. Use inflow curb and gutter around the medians, to protect the
pavement from irrigation water run-off.
12. Engineering has concerns about the perched water table
potential. Subdrains must be provided under streets or remove
bedrock under streets to 3' below the surface.
13. Subdrains in the city ROW require a hydrologic study.
14. Concrete private drives must be thick enough to support fire
vehicle load if fire access is provided by the drive.
15. A traffic striping plan for Shields street is required.
16. Fossil Creek Drive must line up with the street on the east
side of Shields. The median causes the intersection to be too
wide on the west side of the street. Please have your
engineer discuss this with the City Engineering Department.
Engineering can also assist in processing the dedication of
ROW needed for the north half of the street.
17. Please include with revisions, perhaps as a small sketch on
the site plan, a specific design for the shared driveways
describing how they will work, what they will look like, etc.
18. The City Forester asks that you not use austrian pines in the
medians as they block traffic visibility, shade streets in the
winter causing ice problems, and they will eventually outgrow
the space. He prefers the use of shade trees in these areas.
19. Parkland fees are $779.00 per dwelling unit, collected at the
time of building permit issuance.
20. Natural Resources is requesting a condition of approval that
City Council approve the road location and utility easements
across the Fromme Prairie. Staff would prefer this project to
go to the Planning and Zoning Board only after the ROW and
easement dedications have passed on first reading. Please
contact Tom Shoemaker about the process for these dedications.
21. Natural Resources would like to discuss the choice of
landscaping adjacent to the Prairie.
22. Natural Resources would like to discuss mitigation measures
for the wetlands being disturbed on this phase.
23. Natural Resources would like you to delineate on the plans the
limits of construction disturbance regarding the boundary of
the Fromme Prairie (Lots 37, 38 and the road and utility
construction). Please include on the plans, a sketch of the
entry feature.
24. A written solar orientation variance is required, unless you
could find two more solar lots. The overall preliminary plan
did meet the requirements, but because that plan is now
restricted by Council's Zoning action, it would be best to
justify this variance for this filing based on terrain and
natural resource values. The fact that you are only two lots
short says a lot as well.
25. Please contact Basil Hamdan at the City Stormwater Utility for
Stormwater comments. Have you obtained a 404 permit?
26. Please include an attorney certification or a notary public
signature block on the site plan.
27. Please explain note #8. Staff is not sure why you need this.
28. Note #3 should say direct lot access to be from local street
or private drives. No access to Shields Street or Fossil
Creek Drive is permitted, except for Lots 37 and 38.
29. It would be a good idea -to show building envelops for Lots 37,
38, 321 33, 34 and to keep the houses as close to the front of
the lots as possible.
30. Please include a wall detail with your revisions.
31. Additional shrubbery and evergreen trees are needed as
foundation plantings to soften the visual appearance of the
and for additional buffering for Lots 11, 7, and 6. These
lots are relatively close to what will be a busy arterial
street in the future.
32. Please include a note on the plans, perhaps in conjunction
with the zoning, that the zoning is conditional with a PUD and
with a density. A PUD is required of all developments and
that a minimum density of 1.5 DU/acre is allowed as a
condition of zoning. You may want to refer to the specific
ordinance number, which the City Clerk could provide.
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 am (Final Staff Review
is that day) (3 sets of plans and written documentation
responding to the above concerns),
PMT's (one PMT of each plan sheet), colored renderings, and 8
prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all rUD1s. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement, after which time, you must submit a request for an
extension, to the Planning and Zoning Board.

The Fort Collins_Loveland Water Distri-ct and the.South Fort Collins
Sanitation District have reviewed the above mentioned project and
submit the following comments.
1. General Note #2 is to be corrected to
read..."All sanitary sewer construction shall
conform to the most current South Fort Collins
Sanitation District standards and
specifications."
2. General Note #3 is to be corrected to
read..."All water distribution system
construction shall conform to the most current
Fort Collins -Loveland Water District standards
and specifications."
3. Air release valves are to be sized and located
at the high points.
4. The existing 4 inch water line located in
Shields Street is to be lowered to maintain a
minimuw_of 5 feet of bury.
5. Please be advised that this property is not
within the service area of the South Fort
Collins Sanitation District and, therefore,
the sanitary sewer service is contingent upon
the land being included into the District
boundary which must be approved by the Board
of Directors. Final approval of the
construction drawings is contingent upon the
successful inclusion of the property.
