Collins, Colorado 80522 Re: Fossil Creek Estates; FL Collins, Colorado Dear Kirsten, The following represents our. response to several comments provided in your letter of September 27, 1993. Generally, this response is relative to engineering related items and supplements the response letter provided by Jim Sell Design. Item 7. There were minimal comments noted on the utility plans which were returned to us. The Fossil Creek Drive transition from a Boulevard section to a standard local section appeared to be the main issue. Most engineering comments will be addressed in detail at final design. We have received a letter from the Fort Collins Water District and the South Fort Collins Sanitation District which is dated September 15, 1993. We have also met with the water and sanitation district on several occasions and understand all requirements of the district. Specific plan requirements will be addressed with final utility drawing preparation. Item 15. The title "PRELEVIINARY / FINAL SITE AND LANDSCAPE PLAN" has been revised to the following; "PRELIAMIINARY PLAT, SITE AND LANDSCAPE PLAN". According to Preliminary P.U.D. submittal requirements presented in the City of Fort Collins Development Manual, the preliminary plat does not need to be a separate document, but may be incorporated with the Preliminary P.U.D. Plan. Item 16. The Fossil Creek Drive transition has been modified on the Preliminary Plat, Site and Landscape Plan. There are no specific transition specifications presented in the current City of Fort Collins Street Standards and Specifications. Final geometry of the transitions are being discussed with Kerrie Ashbeck and Mike Herzig and will be implemented with final utility plan preparation. Item 17. An updated soils report has been prepared by Empire Laboratories, Inc. and is titled "Preliminary Geotechnical Engineering Report; Fossil Creek Estates"; E.L.I. Project No. 20935229; report dated September 21, 1993. The report covers the entire area. A copy of the report has been submitted to your department. Another copy is attached for your review and files. We are fully aware of the expansive nature of the soils, potentially adverse groundwater conditions, and the need for engineered foundation and dewatering systems. These geotechnical items were determined in the original phase 1 geotechnical investigation report for the eastern 10 acres. The original report was prepared by Empire Laboratories, Inc. and is dated August 28, 1992. The most current report was ordered well before preliminary submittal, but completed just recently. Note that the date on the report precedes the date on the comment letter. 4836 S. Collins, Colorado We expect the impacts of development to the existing lower wetlands areas to be negligible for several reasons. Underdrain system outlets, although now presented in point discharge form, will be directed to the wetlands area. Initial dewatering of the development will increase flows, but will stabilize to an equilibrium which can only be beneficial to the wetlands areas. Groundwater flow movement not intercepted by the underground dewatering system, will continue to migrate underground to the wetlands areas. Storm drainage point discharge locations will be provided with erosion control devices for protection of downstream wetlands and drainage systems. Stonnwater peak flow velocities will be controlled. Several drainage discharge points have been provided to minimize impacts of single direct point discharges. The potential lining of the ditch will not dramatically affect the groundwater supply flows. Groundwater is introduced to the site from other sources other than the ditch. Item 31. Lots with significant slopes will be utilized for residences with walkout basements. Regrading after residence construction will create an eight foot (8') grade difference along the length of the residence and allow for a more moderate slope of the rear yard areas. Storm drainage flow velocities are greatly reduced with these conditions. Erosion control during construction will be provided according to the requirements and specifications of the Storm Water Utility for erosion control. Downstream areas will be protected throughout. A statement was presented on page 5 of the Preliminary Drainage and Erosion Control Report which states; "Erosion control device maintenance, both onsite and offsite, will remain the responsibility of the developer until the subdivision is completely developed. This includes completion of housing, yard surfacing, which until completed, contributes to erosion potential". This statement will be included in the Final Drainage and Erosion Control Report. There will be a general note provided on the final utility plans indicating the same requirement. This completes our response of Fossil Creek Estates Preliminary item, please call at 226-5334.
