I find that it is still not clear how the City's property will be affected by the drainage from the proposed development. Additional information is needed from the developer regarding whether any grading or erosion measures will be required on the open space site. Also, we still do not have a definitive statement on the impact of stormwater runoff and groundwater discharge on the large wetland which lies on both the project and open space sites. Some statement as to the nature and extent of these impacts is needed. Finally, we requested the staking of the lot lines near the wetland in order to determine the actual proximity of the lots to the wetland boundary, and to determine the amount of buffering which would be appropriate. We have received no indication that this has yet been done. We believe these points should be addressed prior to a staff recommendation for approval of the Fossil Creek Meadows Preliminary P.U.D. Please have the developer contact me if he desires more information. Also, a few other points deserve mentioning: 1) The lighting needs for the project need to be balanced between safety and security needs and the need to minimize disturbance to the Kathy Fromme Prairie. The character of lighting in surrounding development should be examined to provide guidance concerning what level of lighting is appropriate. 2) Questions have been raised regarding the impacts of proposed density on the natural area. It is Natural Resource's position that we cannot predict a quantitative difference in natural area impact between the proposed density or the alternative reduced density. Although there is inevitably some difference, in our opinion it would not be substantial. 3) The development plans should delineate an area of construction disturbance in the vicinity of wetland and the prairie, and provide notes to the effect that construction will not disturb areas outside of the defined disturbance boundaries. Language to this end should also be included in the development agreement. Natural Resources will review the proposed boundaries and comment on whether they are adequately sensitive to natural area/wetland concerns. 281 N. College Ave. • P.O.
