EAST RIDGE FIFTH FILING/MOSAIC CONDOS
PROJECT GOAL:
The goal of the East Ridge Fifth Filing/Mosaic Condo development is to provide a multi-family housing option for the overall
East Ridge/Mosaic Development. The density proposed for this area has been outlined on the approved overall development
plan (ODP) from 2015. The proposed development focuses around providing an open courtyard area for each cluster of
condominium buildings. In addition these courtyard areas open up to the existing neighborhood and provide a green edge for
the neighboring single family detached homes across the street. The condo buildings are an 8-plex, 2 story building with unique
and complementing architecture that matches the existing neighborhood style.
BACKGROUND:
Currently the site is an open tract within the East Ridge/Mosaic Development. A future commercial/neighborhood center
is planned at the corner of Sykes and Conquest Way. Along the northeast edge of this tract is the forth filing townhome
development that is currently in the final phases of development review with the City.

Vehicular traffic access will occur off of Vicot Way and Barnstormer Street. These will be low volume private alley’s.
7. NEIGHBORHOOD MEETING
A neighborhood meeting was held on December 9, 2019 at the Fort Collins Street Operations building at 625 9th Street in Fort

Several neighbors attended the meeting. Discussion was primarily focused on the traffic concerns and difficulties that the
neighborhood has experienced. The discussion was mainly focused on the Sykes and Timberline Road intersection. Neighbors
expressed that they have had difficulties exiting and entering the neighborhood safely. A lot of solutions were discussed at
the meeting, but City staff explained that improvements at the Vine and Timberline Road intersection will hopefully alleviate
the back up issues that have occurred along Timberline Road and subsequent difficulty entering/existing the neighborhood.
Hartford Homes has made a commitment to the neighborhood to do what they can to fix the issue, but at this time the City
would like to study the affects of the future interim improvements at Vine and Timberline Road.
8. SITE DESIGN
The fifth filling of East Ridge will be the completion of the development and will introduce the condominium product to the
neighborhood. The site design focuses around three open courtyard areas along Vicot Way. The majority of the front doors of
the condo units will front onto an open space area. The exception are the 16 units that front along Conquest Street. Each one
of the open space areas will provide a communal gathering space with seating areas and a grill for community events. Each
ground floor unit will also have its own private fenced area outside its immediate porch area.
Vehicular traffic will enter off of Vicot Way from private alley connections. All the buildings are rear loaded with a combination
of one and two car garages depending on the unit. Emergency access will be able to utilize the alley connections when
needed. The emergency access easement coming off of Barnstormer Street from filing two of the development will be vacated
and rededicated through this development - the emergency access point along Timberline Road will not move, only the portion
from Barnstormer to Timberline. Initial meetings with PFA indicate that this approach will be acceptable pending review of the
PDP drawings.
Surface, off-street parking, is located in various locations throughout the development. This parking is intended to fulfill a guest
parking need for the development.
Pedestrian movement through the development is accommodated within the open space courtyard areas. Accessible
concrete paths will be provided that connect each units front door to the adjacent public right-of-way sidewalk. Along with
the connection to the public street - connections have been made between open space areas to provide clear movement
from one end of the development to the other in the north/south direction. This pedestrian movement is critical for the future
commercial/neighborhood center at the corner of Sykes and Conquest Way. A leg of the regional trail will also be adjacent
to the development. This will run along the west side of the project and have two connection points from the interior of the
development to the trail.
Landscaping will use a variety of low water and native species as well as more ornamental/flowering shrubs that are more
typically found within residential landscapes. The open space areas will be exploring the potential of utilizing a doggie turf
species of turf. This is being discussed internally with the owner and will be further explored as the project develops.
9. DISTURBANCES
No existing wetlands, natural habitat areas are being disturbed with this project.
10. TRANSITION TECHNIQUES
The project seeks to transition to both the surrounding single family detached neighborhood across the street as well as the
proposed town home development to the east of this development. The architecture style as well as the site design and
planting will complement and each other.
11. ARCHITECTURE
The proposed architecture will include an 8-plex, 2 story building with a mix of one, two and three bedroom units. The
architecture will be a mix of classic prairie style to modern elevation that blends and complements the existing surrounding
neighborhood.
12. PHASING SCHEDULE
This development will be phased - the phasing plan will be determined moving forward. The design team will provide an
update on the phasing of the project.

UTILITIES
The site utilizes existing infrastructure in the area to provide services for the project. Water for domestic and fire use, sanitary
sewer, storm drainage and electric services is provided by the City of Fort Collins. Natural gas is provided by Xcel Energy. Phone
and Internet is provided by CenturyLink and/or Comcast.
LIGHTING
All lighting will meet City of Fort Collins requirements. A photometric plan has been submitted.
STORMWATER:
Stormwater infrastructure is being handled by the large stormwater/detention/water quality area south east of this development
within the Mosaic development. This area is just south of the proposed City park within the neighborhood.
TRASH AND RECYCLING SERVICE:
Trash and recycling services will be handled by individual carts for each unit. The carts will be stored within the individual garages
for the condo units.
