units and interrelationship with the metal panels looks good. In areas where
PTAC units are on walls with the stucco motif are you planning to paint the
design pattern over the PTAC units to match? What about on masonry walls?
Callouts or an explanation of the finishing of PTAC units as relates to the
different building materials would be sufficient to address these questions.
Response: We would like to propose leaving the PTAC unit grilles pre-finished silver to simplify and minimize
maintenance.

the dedication(s).) At this time, I'm presuming that the 5' utility easement along
the alley would be the only easement and would be defined aerially.
Response: Legal descriptions have been provided with this submittal. We are of the understanding that vacating the
existing utility easement will occur post entitlement approval.

an indication that sidewalk grades will meet ADA. The Oak Street side however
is lacking a sufficient number of spot elevations to provide an overall context on

information. Ideally there would still be flow arrows added along locations on
both streets to indicate cross slopes meeting requirements.

the owner of the property. We would need to verify that this is the intention prior
to entitlement/final plan approval as presently FC DDA LLC, Remington LLP,

the owner(s) of record on the property. Also with respect to the development
agreement, the information regarding the lender status should be verified.

It appears that all water quality and LID requirements are being met; however,
additional clarification and detail is needed regarding drainage basin areas (no

Response: Additional clarification and details added in the drawings and report. Basin map has been included in
drainage report. Overflow path has been described in the report. The Arch detail for the LID planter has been updated to
clarify City bioretention media and aggregate. Plan view of underdrain and piping is provided in drainage map for
reference. Drains and overflows for the LID planter are designed by plumbing for the 100-yr (as with the rest of the
building drains). The planter detail has been updated with rock mulch to act as energy dissipation for the “forebay”
requirements. Detail from the City detail has been added to the Arch detail and City detail has been removed for
clarification. We would like to set up a meeting in the near future to make sure that all concerns are addressed.

Thank you for providing a tree well detail – that is very helpful! I want to make
sure that the interior of the tree well does not have any fill around the base of the
trees. Since the curb height is being raised, is it possible f or the mulch bed to
be at existing grade so that there is no fill above the roots?
Response: Based on our discussion during Staff Review, I have added a note to the site plan/landscape plan indicating
that the concrete forms around existing trees must be verified by you and me prior to pouring the tree curbs so that you
can be comfortable with the grades surrounding the tree. A note has also been added to the civil plans to ensure it does
not get missed during construction.

Thank you for providing a detailed response to the below comment. Please note
that Forestry requests an on-site meeting with the Certified/Licensed Arborist
contractor if any questions or concerns come up relating to the existing street
trees. In I-KOTA’s comment response, they stated that a construction plan was
attached but I could not find these plans in the submittal folder. Please provide
the construction staging plan, which should include Tree Protection Notes, to
City Forestry for review. Thank you!
Response: Tree Protection notes have been added to the Construction Layout Plan. Please let us know if you have any
questions or concerns. A meeting with the licensed arborist will be set up during construction if any questions or
concerns come up.

Continued:
Thank you for acknowledging that you will follow tree protection guidelines and
stating that you will coordinate the work with City Forestry prior to work being

performed. The intent of this comment is for the applicant to begin thinking
about construction access, location and placement of scaffolding, cranes, etc. in
relation to the existing trees now and not at the time of construction as it may be
too late to make critical changes to the plans. Forestry is requiring the applicant
to submit a preliminary construction access plan that provides these details
prior to hearing. Prior to hearing, please schedule an on-site meeting with
Forestry, Ripley Design, and I-KOTA (contractor) to further discuss tree
protection and construction access.

Please provide a construction access plan and detail how the applicant intends
to protect the two large mature street trees during building construction. Forestry
wants to ensure that these trees are protected through construction, especially
when the foundation is set, during any crane work, and while scaffolding is
erected. It appears that the building is set back slightly more than the rest of the
building especially around these trees. How far is the building face to the trunks
of the trees?

12, 2020, The Parks Dept. is open to discussing maintenance requirements

medians, and traffic circles adjacent to common open space areas are required
to be maintained by a property owners’ association. The property owners’

11/03/2020: OVERHEAD ALLEY LIGHTING
PFA intends to work with the project team to develop a lighting plan that is
consistent with other DDA alley designs. Critical to such design will be an
efficient means of disconnecting power and ability to remove overhead lights if
needed in an emergency. System review and approval by PFA prior to
construction is required.
Response: Below is a summary of the proposed overhead light design as it relates to this comment. Overhead clearance
and connection requirements have been noted on the site plan. Also included in this submittal are the typical lighting
details for DDA alleys. More detailed lighting plans will be provided at the time of building permit application.
• Electric disconnect provided at one end of tivoli light strand in J-box.
• All tivoli lights strung between building-to-building, pole-to-pole, pole-to-building will have a minimum height clearance of
14 feet at the lowest point of the swag.
• Consistent with all DDA enhanced alleys approved since 2006, PFA Operations has indicated they will not stage
firefighting apparatus in alleys to fight a structure fire.

> To date, city GIS has not yet responded to the question of naming the project
"OAK 140" but has determined the primary building address will be off of
Remington Street. Those commercial suites with front entries facing south can
be addressed off of Oak Street.
Response: Understood regarding addressing commercial units facing south off of Oak St.
> PFA will not object to the overall project being named "OAK 140" so long as
the Remington address is prominently posted with a minimum of 8 inch
numbers on a contrasting background. Should the "OAK 140" name be
prominently displayed on the building in such a way so as to confuse the main
building address on Remington, PFA will require the full street name,
REMINGTON STREET, to be posted on the east side of building in addition to
the required address number.

Pre-Submittal meetings assist the designer/builder by assuring, early on in the
design, that the new projects are on track to complying with all of the adopted
City codes and Standards listed below. The proposed project should be in the
early to mid-design stage for this meeting to be effective. Applicants of new
projects should email rhovland@fcgov.com to schedule a pre-submittal
meeting. Applicants should be prepared to present site plans, floor plans, and
elevations and be able to discuss code issues of occupancy, square footage,
type of construction, and energy compliance method being proposed.
