Re: Front Range Storage Project (Fort Collins)
Please see the JR Engineering responses to the comments made on August 27th, 2025 by the
Colorado Department of Transportation. Comment responses are in red italics.
Traffic Impact Study:
1. The study should include evaluation of all movements at the access – meaning auxiliary
lane warrants for each movement at the drive should be evaluated based on the long range,
total volumes.
Response: Addressed; southbound-left turn lane and northbound-right turn lane warrants
were analyzed based on both CDOT Access Code and NCHRP Report 745. Under these
criteria, neither dedicated turn lane is warranted.
2. Passenger Car Equivalents as identified in the SHAC must also be utilized – in short, any
vehicle in excess of 30 ft equates to 3 passenger cars and this is applicable to vehicles
hauling trailers along with RV’s or boats, etc. This should be done in order to account for
both egress and ingress movements and have applied passenger car equivalents to both.
Response: Addressed; the described PCE has been applied to half of egress trips and half
of ingress trips by multiplying them by a factor of three.
3. Please also ensure that the CDOT growth rate defined in OTIS is used for all volumes
including turning movements.
Response: Addressed; OTIS shows an estimated 1.5% growth rate along I-25, but does not
include a growth rate on the Frontage Road that is included in this TIS. Therefore, the
NFRMPO provided growth rate of 3.5% was used in order to be more conservative.
4. Please also ensure that the peak hour times utilized for the turning movements are defined
by the site rather than the general roadway peak hours. If they were not included already,
any existing traffic generated by sites utilizing the access point(s) along the FR must be
included in both short and long range traffic volumes (i.e. the U-Haul site should be
included in background and the appropriate ITE Code should be included in the study).
This includes peak hours. What is the justification for using Sunday evening for the peak
hour of the site? CDOT expects the use of a peak hour associated with the comparable use
in the ITE Code, such as Mini Warehouse. How many spaces are planned for the site?
Response: Addressed; in order to be more conservative, the Saturday peak hour was used
to generate trips from ITE. These trips were analyzed in the Sunday condition because
discussions with the client lead us to expect Sunday evening to be the peak hour when
people return their boats/RV’s at the end of the weekend.
5. This study should also define whether the site is increasing traffic at any adjacent access
points/intersections by 20% or more. Please clearly state whether or not the 20% threshold
is met at the access along the Frontage Road or not. If the threshold is not met at the access
and no repaving or widening of the access is planned, then a CDOT Access Permit would
not be required.
Response: Addressed; table added in TIS showing the percentage of traffic added at each
intersection in opening day year 2026.
